What occurs when action level is met? Long-Term Groundwater Elevation Action Level: Excessive declines over many years without conservation releases • What data and analysis is needed to compare future annual conditions in the context of long-term groundwater elevation trends? Initial ideas summarized, but still under development. A recommended approach will be presented to Subbasin Committee in the future. 20  Thank you! Questions or Comments? 21 Guiding Principles: SGMA Implementation Forebay & Upper Valley SGMA Compliance: • GSP and Annual Reports must demonstrate that groundwater management will not only avoid undesirable results, but will enable the Subbasin to be at the measurable objectives by 2042 • Addresses long-term groundwater sustainability, under average hydrogeologic conditions, with long, term and deliberate groundwater management. Droughts and Climate Change: • Required to manage so groundwater levels recover after droughts • Anticipate climate change • Plan for uncertainty with adaptive management 22 On August 20, 2024, the SMC TAC met to discuss setting Groundwater Elevation Action Levels for the Forebay and Upper Valley Subbasins. Action Levels are intended to define the conditions that indicate some groundwater management action should be taken in these subbasins; the type of action taken may range from initiating planning efforts to implementing a planned action. The TAC previously requested Montgomery & Associate (M&A) (1) develop options of potential Action Levels to use as starting points and (2) prepare groundwater elevation, precipitation, reservoir storage and releases, and streamflow data that could be used to inform the development of Action Levels. This information was reviewed and discussed by the TAC at the August 20 meeting. The TAC assigned members tasks to refine specific numbers and analyses associated with the potential Action Levels. The TAC developed initial approaches for Groundwater Elevation Action Levels, which are summarized below. Different approaches were considered for short-term Groundwater Elevation Action Levels (intended to address drought impacts) and long-term Groundwater Elevation Action Levels (intended to identify chronic groundwater elevation decline). These approaches and the numbers noted are in a preliminary stage of development and have not been fully developed or tested. The TAC will return to further discuss these preliminary Action Levels, with the goal of recommending these or other approaches and action levels to the subbasin implementation committees. Short-Term Groundwater Elevation Action Level (excessive declines during successive years without conservation releases) At the annual SMC-TAC meeting in April, evaluate whether any of the following are true: • Combined Nacimiento and San Antonio reservoir storage is less than __________ AF. (Note that the 200,000 AF trigger for D-TAC activation was for the prior October. Storage as of April is more relevant. Could replace this with simply “If a D-TAC release schedule is being implemented in the current year”), OR • Groundwater elevations measured the previous fall (November/December) were lower than a specified percentage of the way between the minimum thresholds and measurable objectives in more than 25% [draft number, to be refined based on further analysis] of the RMS wells in a subbasin. (Note: levels to be defined at a point between the minimum threshold (MT) and measurable objective (MO), tentatively proposed at midway between the two), OR • Groundwater elevations measured the previous fall were lower than the action levels in a cluster of RMS wells, defined as a specific number of neighboring RMS wells [that is yet to be determined] for the Upper Valley and Forebay Subbasins, Then take the following actions: 1. Check groundwater elevations in “alternative RMS wells” to confirm that similar groundwater elevation trends are observed in those wells, too. If so, then 2. Recommend implementation of measures for the following year. (Note: this assumes that it might take months to activate a management measure and that by the time the SMC-TAC meeting occurs in April, growers will have already planted or committed to crops for the 23  current year. Also note that this meeting would be in the first year with D-TAC recommendations for conservation release adjustments and that measures would be implemented by the second year if the following winter also proves to be dry.) Approach to Develop Long-Term Groundwater Elevation Action Level (over many years) The TAC is in the process of developing Groundwater Elevation Action Levels that they can compare annual conditions to at the annual SMC-TAC meeting in April. Steps they will take to evaluate long- term groundwater elevation trends to develop a long-term Action Level include: • Select an analysis period within the RMS wells’ groundwater elevation record that is: o During a period of overall average hydrologic conditions based on cumulative departure graphs of:  Annual precipitation  Annual Arroyo Seco discharge at the “near Soledad” gage  Combined Nacimiento and San Antonio reservoir storage o Relatively recent but up to 30 years long. (Note: recent data better represent current reservoir, cropping and irrigation conditions, whereas longer periods better represent climatic variability.) • Review the hydrograph for each RMS well and exclude abnormally low data points that might heavily influence the regression calculation but not represent long-term trends. • Calculate the long-term trend using linear regression and/or Mann-Kendall, and test the slope for statistical significance. • For each RMS well, manually evaluate whether water-level recovery following the most recent drought is slower or less complete than for prior droughts. • If >___% of RMS wells in a subbasin have negative slopes or slower/smaller post-drought recovery, expand the analysis to alternative RMS wells to confirm that a similar pattern is observed with the larger data set and also to see if there is geographic clustering of the wells with negative slopes. (Note: definition of clustering TBD.) • If >___% of RMS + alternative wells have negative slopes and/or decreased post-drought recovery: o Compile and review historical pumping data to see if it correlates with the water- level declines. o Compile and review historical crop data to see if changes in the types and acreages of crops correlates with the water-level declines. o Recommend to subbasin implementation committee that groundwater management measures be taken. Include relevant considerations for the measure, such as whether the measure should be local or subbasin-wide, depending on the geographic distribution of declining water levels, and how the measure might reflect the identified cause of the long-term declines or diminished post-drought recovery. 24 SVBGSA FY 2024 WORK PLAN STATUS FOREBAY SUBBASIN Q4 (As of 6/30/2024) Not yet Scoping/ Activities Funding Tasks In progress Complete Comments started Planning DATA EXPANSION AND SGMA COMPLIANCE MCWRA developing the "well library" starting SGM R1 Desktop data collection x with the 180/400 and proceeding with all other subbasins.
