The Arroyo Seco Groundwater Sustainability Agency will be meeting on November 26, 2024 at 4:00 p.m. in the City Council Chambers located at 599 El Camino Real, Greenfield, California 93927, and will be open to the public. This agenda is duly posted outside City Hall and on the City of Greenfield web site CITY OF GREENFIELD ARROYO SECO GROUNDWATER SUSTAINABILITY AGENCY MINUTES AGENCY MEETING OF SEPTEMBER 24, 2024 ROLL CALL Present: Chair Thorp, Board Members Rodriguez, Wood and White Absent: Vice Chair Griva Staff: Interagency Attorney Thompson, General Manager Weeks, City Clerk Rathbun PLEDGE OF ALLEGIANCE All recited the Pledge of Allegiance. CONSENT CALENDAR A MOTION by Board Member White, seconded by Board Member Rodriguez to adopt the Minutes of the July 23, 2024 Arroyo Seco GSA Meeting. All in favor. Motion carried. RECEIVE ARROYO SECO GROUNDWATER SUSTAINABILITY AGENCY GENERAL MANAGER’S STATUS REPORT General Manager Weeks gave an update. He stated that he and Piret Harmon were working on the implementation agreement in order to revise it to better reflect their working conditions and make sure the safeguards that were in the original agreement for both organizations continue. They were also working on changing how often the committee meets, set a schedule, set more administrative boundaries and clean up some of the language. He stated that they would be bringing the draft agreement to the Advisory Committee and if the Advisory Committee said to move forward, the agreement would then go the Coordination Committee and if they said to move forward then it would go to the Boards. He also stated that the Board of Supervisors received the statement of the status of the Salinas Valley report. He stated that both Mr. Yates and he had reviewed the report and there were some significant errors in the report, one being the statement that there was an increase in forebay water use due to a projected increase in vineyards. He stated that there was some hydrogeology work that needed to be completed. He stated that they would complete the review and send those concerns to the Board. He also stated that the GSA had a sub-grant agreement with the Salinas Valley Basin GSA to look at rural domestic water wells and also water quality, which Mr. Yates and his team would be looking at. He stated that he reminded the Board that they approved that contract and stated that it should be in draft form within the next two to three months. He stated that once he had a draft report it would go the Advisory Committee then onto the Board. July 23, 2024 GSA Minutes Page 2 Nancy Isakson stated that on the basin investigation, she had reached out to Craig Spencer and asked what their intentions were as far as accepting any more comments or revisions before it went back to the Board of Supervisors. She stated that the Board of Supervisors had asked that the report be brought back within 60 days. She stated that she reached out Piret Harmon, Salinas Valley Basin GSA, because they had also said that they would be looking at comments and encouraged Mr. Weeks to reach out to Mr. Spencer and let him know that he, as an organization, was reviewing the report and would be submitting comments.
