CITY COUNCIL MEETING July 8, 2019 The Greenville City Council convened in the Council Chamber at City Hall on Monday, July 8, 2019, at 5:30 p.m. for a regular meeting. Mayor Dexter McLendon called the meeting to order. City Clerk- Treasurer Dee H. Blackmon was absent so Jennifer Prestridge called the roll and recorded the following members present: Mayor McLendon, Councilmembers Bryan Reynolds, Ed Sims, Tommy Ryan, Jimmy Lawson and Boris Thigpen. Mayor McLendon led those attending in the Pledge of Allegiance to the American Flag. Councilmember Ryan delivered the invocation. APPROVAL OF MINUTES: Mayor McLendon advised each councilmember had received for review a copy of the proposed minutes for the Regular Council Meeting held on June 24, 2019. He asked if there were any additions, deletions or amendments to the minutes as presented. Councilmember Lawson moved to dispense with the reading of the minutes and approve the minutes for June 24, 2019 as drafted . Councilmember Reynolds seconded the motion. Mayor McLendon announced the motion carried with a unanimous vote of the Council. RESOLUTION 2019-13. A RESOLUTION AUTHORIZING PURCHASE OF LAND ON HIGHWAY 263 ADJACENT TO S HERLING LAKE PARK. Mayor McLendon introduced Resolution 2019-13 and advised that the property is comprised of 10 acres adjacent to Sherling Lake Park. He proposed that the City purchase the acreage for $75,000.00 from Buchanan Woodlands, LLC for future expansion of Sherling Lake Park. Councilmember Ryan moved to approve Resolution 2019-13 to purchase land on Highway 263 adjacent to Sherling Lake Park. Councilmember Sims seconded the motion. Mayor McLendon announced the motion carried. APPROVAL OF EXPENDITURES: Councilmember Reynolds made a motion to approve the following expenditures: PHYSIO CONTROL - $3,960.00 (BUDGETED ITEM) ANNUAL PREVENTIVE MAINTENANCE CONTRACT SOUTHERN PETROLEUM SYSTEMS - $4,061.01 FUEL SYSTEM UPGRADE FOR AIRPORT SOUTHERN PETROLEUM SYSTEMS - $1,106.94 REPAIR FUEL TANK DUE TO INLET LEAKING SOUTHLAND - $1,291.52 REPAIRS TO LIMB TRUCK #69 2006 INTERNATIONAL 4300 ATLANTIC SIGNAL - $3,205.00 TO BE PAID FROM CAPITAL IMPROVEMENT FUND FIVE (5) ULTIMATE PROTECTION HELMETS FOR SPECIAL RESPONSE Councilmember Ryan seconded the motion. Mayor McLendon announced the motion carried with unanimous vote of the Council. WEED AND DEBRIS VIOLATIONS: A. ASHLEY PROPERTIES, LLC 250 CUNNINGHAM ST 10 08 06 24 1 002 042.000 B. CLARK, MYRTLE ALICE C/O JIMMY CLARK 255 CUNNINGHAM ST 10 08 06 24 1 001 039.000 Councilmember Sims moved to grant Item A and B a 5-day extension after which the City will proceed to the next step of compliance for the two weed and debris violations pursuant to the City’s Code of Ordinances , and thereby authorized properties to be cleared at the owners ’ expense and the City Clerk to bill property owner for services . Councilmember Lawson seconded the motion. Mayor McLendon announced the motion carried with a unanimous vote of the Council. ANNOUNCEMENTS AND ADJOURNMENT: Mayor McLendon announced the next regular council meeting will be held Monday, July 22, 2019.
