CITY COUNCIL MEETING
June 24, 2019
The Greenville City Council convened in the Council Chamber at City Hall on Monday, June 10, 2019, at
5:30 p.m. for a regular meeting. Mayor Dexter McLendon called the meeting to order. City Clerk-
Treasurer Dee H. Blackmon called the roll and recorded the following members present: Mayor
McLendon, Councilmembers Bryan Reynolds, Ed Sims, Tommy Ryan, Jimmy Lawson and Boris
Thigpen. Mayor McLendon led those attending in the Pledge of Allegiance to the American Flag.
Councilmember Ryan delivered the invocation.
APPROVAL OF MINUTES:
Mayor McLendon advised each councilmember had received for review a copy of the proposed minutes
for the Regular Council Meeting held on June 10, 2019. He asked if there were any additions, deletions
or amendments to the minutes as presented.
Councilmember Ryan moved to dispense with the reading of the minutes and approve the minutes for
June 10, 2019 as drafted . Councilmember Reynolds seconded the motion. Mayor McLendon
announced the motion carried with a unanimous vote of the Council.
NEW BUSINESS:
RESOLUTION 2019-11. A RESOLUTION AWARDING BID FOR EXECUTIVE DRIVE RELOCATION.
Mayor McLendon introduced Resolution 2019-11 and advised the bid opening for the Executive Drive
Relocation Project was held Friday, June 21, 2019 at 11:00 a.m. in the Council Chamber. He further
advised the low bid was submitted by Mitchell’s Contracting Service, LLC, of Catherine, Alabama, in the
amount of $510,020.00, and had been reviewed and recommended for approval by the project engineer
that the amount not exceed $525,000.00. Mayor McLendon called for the pleasure of the Council.
Councilmember Lawson moved to adopt Resolution 2019-11 awarding the bid for the Executive Drive
Relocation Project to Mitchell ’s Contracting Service, LLC in an amount not to exceed $525,000.00.
Councilmember Sims seconded the motion. Mayor McLendon announced the motion passed with
unanimous vote of the Council.
RESOLUTION 2019-12. A RESOLUTION AUTHORIZING A BONUS HOLIDAY FOR CITY
EMPLOYEES.
Mayor McLendon introduced Resolution 2019-12 and advised due to the 4th of July holiday falling on
Thursday, it was his recommendation to give city employees a one-time bonus holiday on July 5, 2019.
Councilmember Sims moved to adopt Resolution 2019-12 to give city employees a one-time bonus
holiday on July 5, 2019. Councilmember Lawson seconded the motion. Mayor McLendon announced
the motion passed with a unanimous vote of the Council.
APPROVAL OF EXPENDITURES:
Councilmember Thigpen made a motion to approve the following expenditures:
DANIEL INGRAM - $3,000.00 BUDGETED ITEM
TRAINING, SCHEDULING AND COORDINATING UMPIRES FOR THE 2019 SEASON
ARK REMEDIATION - $15,675.00
EMERGENCY REMOVAL & DISPOSITION OF ASBESTOS FROM DUNBAR GYM
ALABAMA RESTORATION - $3,376.36
EMERGENCY MOLD REMEDIATION AT DUNBAR GYM
GREENVILLE CASH & CARRY - $17,155.81 (TO BE PAID FROM CAPITAL IMPROVEMENT FUND)
NEW CARPET & INSTALLATION FOR DOWNSTAIRS AT CITY HALL
MIDDLTON OIL - $1,139.25 (BUDGETED ITEM)
500 GALLONS OF DIESEL FOR THE LANDFILL
CDW-G - $19,896.00 (TO BE PAID FROM CAPITAL IMPROVEMENT FUND)
12 FUJITSU LIFEBOOK COMPUTERS
Councilmember Reynolds seconded the motion. Mayor McLendon announced the motion carried with
unanimous vote of the Council.

Councilmember Lawson moved to proceed to the next step of compliance for two weed and debris
violations – Item A, B & C pursuant to the City’s Code of Ordinances , and thereby authorized
properties to be cleared at the owners ’ expense and the City Clerk to bill property owner for services.
Councilmember Ryan seconded the motion. Mayor McLendon announced the motion carried with a
unanimous vote of the Council.
ANNOUNCEMENTS AND ADJOURNMENT:
Mayor McLendon announced the next regular council meeting will be held Monday, June 24,
2019. He also reminded those in attendance of Celebrate America to be held on July 5th, 8:30
p.m. at GHS Stadium. With no further business or announcements, Mayor McLendon adjourned
the meeting at 5:34 p.m.
