CITY COUNCIL MEETING September 9 , 2019 The Greenville City Council convened in the Council Chamber at City Hall on Monday, September 9, 2019, at 5:30 p.m. for a regular meeting. Mayor Dexter McLendon called the meeting to order. City Clerk-Treasurer Dee H. Blackmon called the roll and recorded the following members present: Mayor McLendon, Councilmembers Bryan Reynolds, Ed Sims, Tommy Ryan and Boris Thigpen. Councilmember Jimmy Lawson was absent. Mayor McLendon led those attending in the Pledge of Allegiance to the American Flag. Councilmember Ryan delivered the invocation. APPROVAL OF MINUTES: Mayor McLendon advised each councilmember had received for review a copy of the proposed minutes for the Regular Council Meeting held on August 26, 2019. He asked if there were any additions, deletions or amendments to the minutes as presented. Councilmember Reynolds moved to dispense with the reading of the minutes and approve the minutes for August 26, 2019 as drafted . Councilmember Ryan seconded the motion. Mayor McLendon announced the motion carried with a unanimous vote of the Council. RESOLUTION 2019-16. A RESOLUTION AUTHORIZING THE MAYOR TO EXECUTE A LETTER OF INTENT FOR AN INCENTIVE AGREEMENT WITH VARIETY WHOLESALERS, INC. DBA ROSES EXPRESS. Mayor McLendon recognized City Attorney Hartley. Attorney Hartley stated that Resolution 2019-16 was approved at a previous meeting, but a public notice was not published in a newspaper, as the law requires. The notice has since been published, and can now be lawfully approved. Councilmember Sims moved to approve Resolution 2019-16 authorizing the Mayor to execute a letter of intent for an incentive agreement with Variety Wholesalers, Inc. d/b/a Roses Express . Councilmember Reynolds seconded the motion. Mayor McLendon announced the motion carried with a unanimous vote of the Council. RESOLUTION 2019-21. A RESOLUTION AUTHORIZING THE POLICE DEPARTMENT TO MAKE APPLICATION FOR A 2020 EDWARD BYRNE MEMORIAL FUND JUSTICE ASSISTANCE GRANT. Mayor McLendon asked Chief Lovvorn to speak about the grant. Chief Lovvorn stated the Police Department would like to make application for a grant to replace and upgrade the department’s tasers. This is a 100% grant with no local match. Councilmember Ryan moved to adopt Resolution 2019-21 authorizing the City’s application to the Edward Byrne Memorial JAG Fund Grant administered through ADECA LETS Division in the amount of $24,000.00, with no local match required, for the purchase of eighteen (18) Axon Tasers X26P to replace out of date tasers throughout the department. Councilmember Thigpen seconded the motion. Mayor McLendon announced the motion passed with unanimous vote of the Council. RESOLUTION 2019-22. A RESOLUTION AUTHORIZING AN AMENDMENT TO THE FISCAL YEAR 2018-2019 BUDGET AS ADOPTED ON SEPTEMBER 24, 2018. Councilmember Sims moved to adopt Resolution 2019-22 adopting a multi-entry budget amendment to the General Fund budget for FY 2018-2019 through September 5, 2019. Councilmember Reynolds seconded the motion. Mayor McLendon announced the motion passed with unanimous vote of the Council. APPROVAL OF EXPENDITURES: Councilmember Reynolds made a motion to approve the following expenditures: A.D. STARR - $2,240.00 (BUDGETED ITEM) PORTABLE MOUND FOR PARKS & RECREATION MCKINLEY TIRE - $2,641.02 (BUDGETED ITEM) TIRES FOR FIRE ENGINE #42 MIDSOUTH PAVING - $ 1,435.70 & $1,093.20 (BUDGETED ITEM) 20.51 TONS OF ASPHALT FOR PATCHING AND 9.11 TONS HIGH PERFORMANCE COLDMIX Councilmember Ryan seconded the motion. Mayor McLendon announced the motion carried with unanimous vote of the Council. WEED AND DEBRIS VIOLATIONS: A. BEELAND STEAD 702 FORT DALE RD 10 08 06 14 3 001 079.000 B. HOWARD ROSALIND 319 HARRISON ST 10 08 06 23 1 008 008.000 Councilmember Reynolds moved to proceed to the next step of compliance for the two weed and debris violations pursuant to the City’s Code of Ordinances , and thereby authorized properties to be cleared at the owners ’ expense and the City Clerk to bill property owner for services . Councilmember Sims seconded the motion. Mayor McLendon announced the motion carried with a unanimous vote of the Council. ANNOUNCEMENTS AND ADJOURNMENT: Mayor McLendon announced the next regular council meeting will be held Monday, September 23, 2019 and he hopes Councilmember Lawson will be well enough to attend.
