CITY COUNCIL MEETING OCTOBER 14 , 2019 The Greenville City Council convened in the Council Chamber at City Hall on Monday, October 14, 2019, at 5:30 p.m. for a regular Council meeting. Mayor Dexter McLendon called the meeting to order. City Clerk-Treasurer Dee H. Blackmon called the roll and recorded the following members present: Mayor McLendon, Councilmembers Bryan Reynolds, Ed Sims, Tommy Ryan, Jimmy Lawson and Boris Thigpen. Mayor McLendon led those attending in the Pledge of Allegiance to the American Flag. Councilmember Ryan delivered the invocation. APPROVAL OF MINUTES: Mayor McLendon advised each councilmember had received for review a copy of the proposed minutes for the Regular Council Meeting held on September 23, 2019. He asked if there were any additions, deletions or amendments to the minutes as presented. Councilmember Sims moved to dispense with the reading of the minutes and approve the minutes for September 23, 2019, as drafted . Councilmember Ryan seconded the motion. Mayor McLendon announced the motion carried with a unanimous vote of the Council. NEW BUSINESS: RESOLUTION 2019-43. A RESOLUTION AUTHORIZING THE MAYOR TO EXECUTE CAFETERIA PLAN CONSULTING AGREEMENT WITH COBBS, ALLEN & HALL, INC. ON BEHALF OF THE CITY. Mayor McLendon asked Human Resources Director Barbara Philpot to discuss the consulting agreement with Cobbs, Allen & Hall, Inc. Mrs. Philpot stated the city had been approached by this company regarding the administration of our cafeteria plan. After meeting with them, they offer many services that are not provided by our current administrator such as help with policy and procedure manuals, job descriptions and most importantly compliance with new rules and regulations. Councilmember Reynolds moved to adopt Resolution 2019-43 authorizing the Mayor to enter into a consulting agreement with Cobbs, Allen & Hall, Inc. to administer the city cafeteria plan. Councilmember Ryan seconded the motion. Mayor McLendon announced the motion carried with a unanimous vote of the Council. RESOLUTION 2019-44. A RESOLUTION APPROVING QUARTERLY REPORTS FOR QUARTER ENDED SEPTEMBER 30, 2019. Coucilmember Sims moved to adopt Resolution 2019-44 approving the quarterly reports for quarter ended September 30, 2019. Councilmember Lawson seconded the motion. Mayor McLendon announced the motion carried with a unanimous vote of the Council. RESOLUTION 2019-45. A RESOLUTION AUTHORIZING A TAX ABATEMENT FOR HWASHIN AMERCIA CORPORATION. RESOLUTION 2019-17. A RESOLUTION AUTHORIZING A TAX ABATEMENT FOR HWASHIN AMERICA CORPORATION. Mayor McLendon presented a tax abatement request for a $16.5 million equipment package upgrade to purchase new manufacturing equipment for the Hyundai Elantra model change. This tax abatement only abates city taxes; the Butler County School System will still receive around $390,000.00 over the 10-year period. Mayor McLendon called for the pleasure of the Council. Councilmember Ryan moved to adopt Resolution 2019-45 granting an abatement of non- educational ad valorem taxes and sales tax related to the purchase of industrial equipment for a $16.5 million project to Hwashin America Corporation. Councilmember Reynolds seconded the motion. Mayor McLendon announced the motion passed with unanimous vote of the Council. APPROVAL OF EXPENDITURES: Councilmember Reynolds made a motion to approve the following expenditures: CAVANAUGH MCDONALD, CONSULTING - $2,500.00 (BUDGETE ITEM) GASB STATEMENT 75 REPORT FOR AUDIT PURPOSES ENGLISH POOL COMPANY - $3,990.00 – (BUDGETED ITEM) YMCA – REPAIRS TO POOL PUMP EMERGENCY REPORTING - $2,028.00 (BUDGETED ITEM) ANNUAL FIRE PACKAGE SUBSCRIPTION SAM’S CLUB - $1,106.64 (BUDGETED ITEM) TO BE PAID FROM CAPITAL IMPROVEMENT 9- 4 PACKS OF BLACK FOLDING CHAIRS FOR THE COUNCIL ROOM JOHNSON FURNITURE COMPANY - $5,200.00 (BUDGETED ITEM) TO BE PAID FROM CAPITAL IMPROVEMENT FURNITURE AND ACCESSORIES FOR AIRPORT TERMINAL Councilmember Thigpen seconded the motion. Mayor McLendon announced the motion passed with unanimous vote of the Council. WEED AND DEBRIS VIOLATIONS: OTHER BUSINESS: ANNOUNCEMENTS AND ADJOURNMENT: Mayor McLendon announced the next regular council meeting will be held Monday, October 28, 2019. Trick or Treat on Commerce Street is scheduled for October 31st at 5:30. City offices will be closed November 11th in observance of Veterans Day and November 28th & 29th for Thanksgiving. Due to the Veterans Day holiday, the November 11th Council meeting has been rescheduled for November 18th.
