CITY COUNCIL MEETING
January 13, 2020
The Greenville City Council convened in the Council Chamber at City Hall on Monday,
January 13,2020, at 5:30 p.m. for a regular Council meeting. Mayor Dexter McLendon called
the meeting to order. City Clerk-Treasurer Dee H. Blackmon called the roll and recorded the
following members present: Mayor McLendon, Councilmembers Bryan Reynolds, Ed Sims,
Tommy Ryan, Jimmy Lawson and Boris Thigpen. Mayor McLendon led those attending in the
Pledge of Allegiance to the American Flag. Councilmember Ryan delivered the invocation.
APPROVAL OF MINUTES:
Mayor McLendon advised each councilmember had received for review a copy of the
proposed minutes for the Regular Council Meeting held on December 16, 2019. He asked if
there were any additions, deletions or amendments to the minutes as presented.
Councilmember Reynolds moved to dispense with the reading of the minutes and approve
the minutes for December 16, 2019, as drafted . Councilmember Sims seconded the
motion. Mayor McLendon announced the motion carried with a unanimous vote of the
Council.
NEW BUSINESS:
RESOLUTION 2020-01. A RESOLUTION AUTHORIZING A MEMORANDUM OF
UNDERSTANDING BETWEEN THE BUTLER COUNTY COMMISSION AND THE CITY
OF GREENVILLE REGARDING DEBRIS REMOVAL AND MONITORING SERVICES.
Councilmember Lawson moved to adopt Resolution 2020-01 authorizing a memorandum
of understanding between the Butler County Commission and the City of Greenville
regarding Debris removal and monitoring services. Councilmember Ryan seconded the
motion. Mayor McLendon announced the motion carried with a unanimous vote of the
council
APPROVAL OF EXPENDITURES:
Councilmember Sims made a motion to approve the following expenditures:
PLAYWORLD PREFERRED - $3,503.00 (BUDGETED ITEM TO BE PAID FROM CAPITAL
IMPROVEMENT)
REPLACEMENT OF OVAL CRAWL TUBE ON SHERLING LAKE PLAYGROUND
MIDDLETON OIL - $1,196.25 (BUDGETED ITEM)
500 GALLONS OF DIESEL FUEL FOR THE LANDFILL
COLEY-STALLWORTH - $1,410.00 (BUDGETED ITEM)
ROAD SIGNS AND TRAFFIC CONES
OTTO ENVIRONMENTAL - $5,480.00 (BUDGETED ITEM)
100 – 95 GALLON GARBAGE CONTAINERS
MEYERCORD REVENUE - $13,176.00 (BUDGETED ITEM)
FOUR CASES OF CIGARETTE STAMPS
GREENVILLE NEWSPAPERS - $1,104.10
LEGAL NOTICE TO FORM PUBLIC FACILITIES COOPERATIVE DISTRICT
SOUTHERN CONCRETE - $1,002.50
9 CUBIC YARDS REGULAR MIX W/FIBER (INDUSTRIAL PARK)
AMAZON - $2,223.60 (BUDGETED ITEM)
120 DOUBLE BRACED METAL FOLDING CHAIRS FOR RECREATION DEPARTMENT
Councilmember Reynolds seconded the motion. Mayor McLendon announced the motion
passed with unanimous vote of the Council.
BOARD REAPPOINTMENTS
Councilmember Ryan moved to approve the following Board Reappointment to the
Greenville Planning Commission and Greenville Housing Authority Board:
GREENVILLE PLANNING COMMISSION – RICHARD BRANUM AND RONNIE GRADDY
GREENVILLE HOUSING AUTHORITY BOARD – HOWARD MEADOWS
Councilmember Lawson seconded the motion. Mayor McLendon announced the motion
carried with a unanimous vote of the council
ANNOUNCEMENTS AND ADJOURNMENT:
Mayor McLendon announced the next regular council meeting will be held Monday, January
27, 2020. With no further business or announcements, Mayor McLendon adjourned the
meeting at 5:35 p.m.
