CITY COUNCIL MEETING March 09, 2020 The Greenville City Council convened in the Council Chamber at City Hall on Monday, March 9, 2020, at 5:30 p.m. for a regular Council meeting. Mayor Dexter McLendon called the meeting to order. In the absence of City Clerk – Treasurer, Mayor McLendon asked Nicki Hunt to call the roll and recorded the following members present: Mayor McLendon, Councilmembers Bryan Reynolds, Tommy Ryan, Jimmy Lawson and Boris Thigpen. Mayor McLendon led those attending in the Pledge of Allegiance to the American Flag. Councilmember Ryan delivered the invocation. APPROVAL OF MINUTES: Mayor McLendon advised each councilmember had received for review a copy of the proposed minutes for the Regular Council Meeting held on February 24, 2020. He asked if there were any additions, deletions or amendments to the minutes as presented. Councilmember Ryan moved to dispense with the reading of the minutes and approve the minutes for February 24, 2020, as drafted . Councilmember Reynolds seconded the motion. Mayor McLendon announced the motion carried with a unanimous vote of the Council. NEW BUSINESS: RESOLUTION 2020-08. A RESOLUTION AUTHORIZING AMENDMENT ONE TO THE CITY OF GREENVILLE ’S CONTRACT WITH GOODWYN, MILLS AND CAWOOD, INC. FOR PROFESSIONAL ENGINEERING SERVICES FOR THE INTERSTATE DRIVE EXTENSION PROJECT. Councilmember Lawson moved to adopt Resolution 2020-0 8 authorizing amendment one to the city of Greenville ’s contract with Goodwyn, Mills and Cawood, Inc. for professiona l engineering services for the Interstate Drive Extension Project. Councilmember Reynolds seconded the motion. Mayor McLendon announced the motion carried with a unanimous vote of the council. APPROVAL OF EXPENDITURES: Councilmember Thigpen made a motion to approve the following expenditures: A.D. STARR - $1,175.42 (BUDGETED ITEM) BASES, PITCHING PLATES AND STEEL DRAG MAT FOR RECREATION DEPT. CHAMPIONSHIP TROPHY - $2,126.00 (BUDGETED ITEM) BASKETBALL LEAGUE TROPHIES FOR RECREATION SUNBELT FIRE - $1,440.64 (BUDGETED ITEM) SCBA MAINTENANCE FIRE DEPARTMENT POWELL TRACTOR - $1,428.40 GASKET AND COMPRESSOR FOR 2009 KUBOTA TRACTOR #92 STREET DEPARTMENT POWELL TRACTOR - $15,800.00 (BUDGETED ITEM TO BE PAID FROM CAPITAL IMPROVEMENT ACCT) BUSH HOG ROTARY CUTTER FOR STREET DEPARTMENT THE GREENVILLE ADVOCATE - $2,525.00 PUBLISHING ORDINANCE 2020-01 AS REQUIRED BY LAW Councilmember Lawson seconded the motion. Mayor McLendon announced the motion passed with unanimous vote of the Council. ANNOUNCEMENTS AND ADJOURNMENT: Mayor McLendon announced the next regular council meeting will be held Monday, March 23, 2020. Chief Lovvorn spoke about the COPS grant application that is due by midnight on Wednesday March 11, 2020. This grant will pay 75% of salary for the 1st three years and the last year is on the City for two (2) new officers. Councilmember Reynolds made a motion to approve submission of a COPS grant application which pays 75% of the salary for two (2) officers for the 1st three (3) years and the City would be responsible for the last year. Councilmember Ryan seconded the motion. Mayor McLendon announced the motion carried with a unanimous vote of the council.
