CITY COUNCIL MEETING November 2, 2020 The Greenville City Council convened in the conference room at LBW on Monday, November 2, 2020, at 6:20 p.m. after the Organizational Meeting. Mayor Dexter McLendon called the meeting to order. City Clerk-Treasurer Dee H. Blackmon called the roll and recorded the following members present: Mayor McLendon, Councilmembers Bryan Reynolds, Ed Sims, Joseph West, Jae’Ques Brown and Boris Thigpen. APPROVAL OF MINUTES: Mayor McLendon advised each councilmember had received for review a copy of the proposed minutes for the Regular Council Meeting held on October 26, 2020. He asked if there were any additions, deletions or amendments to the minutes as presented. Councilmember Reynolds moved to dispense with the reading of the minutes and approve the minutes for October 26, 2020, as drafted . Councilmember Brown seconded the motion. Mayor McLendon announced the motion carried with a unanimous vote of the Council. NEW BUSINESS: ORDINANCE 2020- 06. APPROVING THE ISSUANCE AND SALE OF GENERAL OB LIGATION WARRANTS, SERIES 2020-A AND TAXABLE GENERAL OBLIGATION WARRANTS, SERIES 2020-B IN A PRINCIPAL AMOUNT NOT TO EXCEED $9,000,000 . Mayor McLendon introduced Ordinance 2020-06. The Series 2020-A Warrants are being issued by the City to finance certain capital improvements for the City and to refinance existing bank loans. The Series 2020-B Warrants are being issued by the City in order to pay the costs of refunding the City’s Taxable General Obligation Warrants, Series 2017-B. The second reading and consideration of the warrant ordinance will occur at the next Council meeting on November 23, 2020. RESOLUTION 2020- 70. A RESOLUTION AWARDING BIDS FOR VEHICLE CLEANUP, VEHICLE SERVICE AND ROUTINE MAINTENANCE. Councilmember Brown moved to adopt Resolution 2020-70 awarding the bids for Vehicle Cleanup and Vehicle Service /Routine Maintenance . Councilmember Sims seconded the motion. Mayor McLendon announced the motion carried with a unanimous vote of the council. RESOLUTION 2020-71 . A RESOLUTION AUTHORIZING THE THIRD AMENDMENT TO THE LEASE AGREEMENT BETWEEN THE CITY OF GREENVILLE AND CITITRENDS, INC . Mayor McLendon explained that due to COVID-19, Cititrends monthly rent was abated in the amount of $9,333.33 for the period of March 21, 2020 through May 8, 2020. This amendment extends the current lease for forty-eight (48) days and shall expire on September 17, 2023. Councilmember Reynolds moved to adopt Resolution 2020-70 authorizing the amendment to the lease agreement between the City of Greenville and Cititrends, Inc. Councilmember Thigpen seconded the motion. Mayor McLendon announced the motion carried with a unanimous vote of the council. APPROVAL OF EXPENDITURES: Councilmember Sims made a motion to approve the following expenditures: LEE ELECTRIC - $5,582.00 (TO BE PAID OUT OF CAPITAL IMPROVEMENTS) TRANE HEAT PUMP FOR RITZ THEATER Councilmember Brown seconded the motion. Mayor McLendon announced the motion passed with unanimous vote of the Council. ANNOUNCEMENTS AND ADJOURNMENT: Mayor McLendon announced the next regular council meeting will be held Monday, November 23, 2020.
