CITY COUNCIL MEETING
November 23, 2020
The Greenville City Council convened in the Council Chamber of City Hall on Monday,
November 23, 2020, at 5:30 p.m. for a regular Council meeting. Mayor Dexter McLendon
called the meeting to order. City Clerk-Treasurer Dee H. Blackmon called the roll and
recorded the following members present: Mayor McLendon, Councilmembers Bryan
Reynolds, Ed Sims, Joseph West, Jae’Ques Brown and Boris Thigpen. Mayor McLendon led
those attending in the Pledge of Allegiance to the American Flag. Councilmember Brown
delivered the invocation.
APPROVAL OF MINUTES:
Mayor McLendon advised each councilmember had received for review a copy of the
proposed minutes for the Organizational Meeting and Regular Council Meeting held on
November 2, 2020. He asked if there were any additions, deletions or amendments to the
minutes as presented.
Councilmember Thigpen moved to dispense with the reading of the minutes and approve
the minutes for November 2, 2020 Organizational meeting and Regular meeting , as
drafted . Councilmember Sims seconded the motion. Mayor McLendon announced the
motion carried with a unanimous vote of the Council.
NEW BUSINESS:
ORDINANCE 2020- 06. APPROVING THE ISSUANCE AND SALE OF GENERAL
OBLIGATION WARRANTS, SERIES 2020- A AND REFUND TAXABLE GENERAL
OBLIGATION WARRANTS, SERIES 2020-B IN A PRINCIPAL AMOUNT NOT TO
EXCEED $9,000,000 .
Mayor McLendon introduced Ordinance 2020-06 at the last Council meeting on November 2,
2020. The Series 2020-A Warrants are being issued by the City to finance certain capital
improvement for the City and to refinance existing bank loans with a lower interest rate of
2.4%. The Series 2020-B Warrants are being issued by the City in order to refinance the 2017
B Warrant. By refinancing, the city will gain $460,000 in proceeds to use for capital
improvements.
Councilmember Reynolds moved to adopt Ordinance 2020-06 approving the issuance and
sale of general obligation warrants series 2020-A and Series 2020-B . Councilmember
Brown seconded the motion. Mayor McLendon announced the motion carried with a
unanimous vote of the council.
APPROVAL OF EXPENDITURES:
Councilmember Brown made a motion to approve the following expenditures:
OTTO ENVIRONMENTAL - $5,389.00 (BUDGETED ITEM)
102- 95 GALLON TRASH CARTS SANITATION DEPT.
ALABAMA LAW ENFORCEMENT AGENCY - $1,400.00 (BUDGETED ITEM)
POLICE ACADEMY – ANTHONY DERBY
ALLEN ROBBINS TRANSMISSION SPECIALIST - $2,800.00
TRANSAXLE ASSEMBLY FOR UNIT #52 POLICE DEPT.
FOUR STAR - $1,180.33
PARTS AND LABOR ON ENGINE OF 2007 FREIGHTLINER GARBAGE TRUCK #62
FLEETPRIDE - $2,411.45
REPAIRS TO 2006 FREIGHTLINER GARBAGE TRUCK #62 – SANITATION DEPT.
Councilmember Sims seconded the motion. Mayor McLendon announced the motion
passed with unanimous vote of the Council.
ANNOUNCEMENTS AND ADJOURNMENT:
Mayor McLendon announced the next regular council meeting will be held Monday,
December 14, 2020 and December 21, 2020 due to the holidays. With no further business or
announcements, Mayor McLendon adjourned the meeting at 5:35 p.m.
