CITY COUNCIL MEETING
December 21, 2020
The Greenville City Council convened at Beeland Park on Monday, December 21, 2020, at
5:30 p.m. for a regular Council meeting. Mayor Dexter McLendon called the meeting to order.
City Clerk-Treasurer Dee H. Blackmon called the roll and recorded the following members
present: Mayor McLendon, Councilmembers Bryan Reynolds, Joseph West, Jae’Ques
Brown, and Boris Thigpen. Councilmembers Ed Sims was absent. Mayor McLendon led
those attending in the Pledge of Allegiance to the American Flag. Councilmember Brown
delivered the invocation.
APPROVAL OF MINUTES:
Mayor McLendon advised each councilmember had received for review a copy of the
proposed minutes for the Regular Council Meeting held on December 14, 2020. He asked if
there were any additions, deletions or amendments to the minutes as presented.
Councilmember Thigpen moved to dispense with the reading of the minutes and approve
the minutes for December 14, 2020, as drafted . Councilmember Brown seconded the
motion. Mayor McLendon announced the motion carried with a unanimous vote of the
Council.
NEW BUSINESS:
RESOLUTION 2020-74. A RESOLUTION REQUESTING A FORMAL AMENDMENT
FROM ADECA FOR CDBG PROJECT # LR-ED-PF-12-001 (MARY DRIVE)
Mayor McLendon noted a Pubilc Hearing was held on December 17, 2020 at 10:00 a.m. in
Council Chambers, regarding a formal amendment to the CDBG Project # LR-ED-PF-12-001
(Mary Drive). No comments were recorded. He called on City Clerk Dee Blackmon and she
explained this amendment reduces the amount of jobs required in the application from 100+
to 60. The reason a reduction is necessary is that Zaxby’s was planning to occupy a portion of
the parking lot in front of Tractor Supply, which would have created the jobs needed to meet
the requirement for closeout of the grant. Zaxby’s did not locate there for reasons out of our
control. Approving this amendment will save the City $500,000 by not having to pay the grant
funds back, as well as, the city will be able to apply for CDBG grants again.
Mayor McLendon asked for the pleasure of the council.
Councilmember West moved to adopt Resolution 2020-7 4 approving a formal amendment
reducing the number of jobs from 100+ to 60 from ADECA for CDBG project (Mary Drive) .
Councilmember Thigpen seconded the motion. Mayor McLendon announced the motion
carried with a unanimous vote of the council.

ANNOUNCEMENTS AND ADJOURNMENT:
Mayor McLendon announced the next regular council meeting will be held Monday, January
11, 2020. COVID numbers have increased rapidly, therefore, to comply with social distancing,
the next meeting will be held at Beeland Park. Masks will be required. With no further
business or announcements, Mayor McLendon adjourned the meeting at 5:35 p.m.
