CITY COUNCIL MEETING January 11, 2021 The Greenville City Council convened at Beeland Park on Monday, January 11, 2021, at 5:30 p.m. for a regular Council meeting. Mayor Dexter McLendon called the meeting to order. City Clerk-Treasurer Dee H. Blackmon called the roll and recorded the following members present: Mayor McLendon, Councilmembers Bryan Reynolds, Joseph West, Jae’Ques Brown, and Boris Thigpen. Councilmember Ed Sims was absent. Mayor McLendon led those attending in the Pledge of Allegiance to the American Flag. Councilmember Brown delivered the invocation. APPROVAL OF MINUTES: Mayor McLendon advised each councilmember had received for review a copy of the proposed minutes for the Regular Council Meeting held on December 21, 2020. He asked if there were any additions, deletions or amendments to the minutes as presented. Councilmember West moved to dispense with the reading of the minutes and approve the minutes for December 21, 2020, as drafted . Councilmember Brown seconded the motion. Mayor McLendon announced the motion carried with a unanimous vote of the Council. NEW BUSINESS: RESOLUTION 2021-01. A RESOLUTION AUTHORIZING THE DECLARATI ON OF CERTAIN PERSONAL PROPERTY OWNED BY THE CITY AS SURPLUS AND CONTRIBUTION OF SAME TO THE CITY OF GEORGIANA Mayor McLendon explained that the Police Department has three inoperable vehicles, two 2009 Dodge Chargers and a 2007 Chevrolet Tahoe to be declared surplus. Resolution 2021- 01 would declare the aforementioned vehicles as surplus city property and authorize the transfer of these vehicles to the City of Georgiana “as is” and at no charge to the organization. Councilmember Thigpen moved to adopt Resolution 2021-01 approving three vehicles for surplus and transfer to the City of Georgiana at no charge . Councilmember Reynolds seconded the motion. Mayor McLendon announced the motion carried with a unanimous vote of the council. RESOLUTION 2021-02. A RESOLUTION EXTENDING THE DEADLINE FOR PURCHASING BUSINESS LICENSE WITHOUT A PENALTY Mayor McLendon stated that resolution 2021-02 will extend the business license renewal period without penalty until February 28, 2021. This will hopefully assist local businesses that have been affected during COVID 19. Councilmember West moved to adopt Resolution 2021-02 approving the February 28, 2021 deadline for purchasing business license without a penalty. Councilmember Thigpen seconded the motion. Mayor McLendon announced the motion carried with a unanimous vote of the council. RESOLUTION 2021-03. A RESOLUTION AUTHORIZING ACCEPTANCE OF THE TITLE III OLDER AMERICANS ACT GRANT AWARD FOR FY 2020-21 AND TO ACCEPT CONDITIONS OF FUNDING AGREEMENT FOR PROGRAM WITH SOUTH CENTRAL ALABAMA DEVELOPMENT COMMISSION AREA AGENCY ON AGING (SCADC Mayor McLendon asked City Clerk Blackmon to speak about Resolution 2021-03. She stated this is a recurring grant in the amount of $23,443.00. This grant is used to help pay salaries and transportation costs of the Nutrition program. Councilmember Brown moved to adopt Resolution 2021-03 to accept the Title III grant award for 2020-2021. Councilmember West seconded the motion. Mayor McLendon announced the motion carried with a unanimous vote of the council. APPROVAL OF EXPENDITURES: Councilmember West made a motion to approve the following expenditures: CAUTHEN ELECTRIC - $5,200.00 – BUDGETED ITEM MANITOWOC ICE MACHINE FOR PUBLIC WORKS SERVPRO - $1,600.00 CLEANING & SANITIZING THE RITZ THEATER DUE TO COVID LEE ELECTRIC - $2,786.00 INSTALL FIVE-TON CONDENSOR AT PUBLIC WORKS BUILDING 1 CRYSTAL DIGITAL COMMUNICATIONS - $15,150.00 (TO BE REIMBURSED WITH CARES ACT MONIES) 25 USB PRINTERS, CABLES, ADAPTERS AND CAGE MOUNT FOR POLICE DEPARTMENT CDW-G - $5,740.00 (TO BE REIMBURSED WITH CARES ACT MONIES) 7 LENOVO THINKPAD COMPUTERS RUBICOM COMMUNICATION DBA NETGATE - $2,923.59 (TO BE REIMBURSED WITH CARES ACT MONIES) TWO XG-7100 DT SECURITY GATEWAY WITH PF SENSE SOFTWARE FOR POLICE DEPT. & CITY HALL TRUSTMARK VISA (AMAZON) - $2,917.95 (TO BE REIMBURSED WITH CARES ACT MONIES) 21 COMPUTER WEBCAMS FOR WEB MEETINGS FOR ALL DEPARTMENTS NFPA - $1,345.50 (BUDGETED ITEM) NATIONAL FIRE CODES SUBSCRIPTION RENEWAL FOR FIRE DEPARTMENT ENVIRONMENTAL MATERIALS CONSULTANTS - $1,905.00 PRE-DEMOLITION ASBESTOS SURVEY FOR 715 & 717 PERRY STREET AND 848 FORT DALE ROAD JDM SERVICES - $2,712.33 – BUDGETED ITEM REPAIRS & RESTORATION AT PIONEER CEMETERY Councilmember Brown seconded the motion. Mayor McLendon announced the motion passed with unanimous vote of the Council. OTHER BUSINESS: ANNOUNCEMENTS AND ADJOURNMENT: Mayor McLendon announced the next regular council meeting will be held Monday, January 25, 2020. COVID numbers have increased rapidly, therefore, to comply with social distancing, the next meeting will be held at Beeland Park. Masks will be required.
