CITY COUNCIL MEETING January 25, 2021 PUBLIC HEARING – 5:25 P.M.: TO RECEIVE PUBLIC INPUT REGARDING A REQUEST SUBMITTED BY GREENWOOD CHURCH OF GOD IN CHRIST TO CONSTRUCT A CEMETERY WITHIN THE CITY LIMITS OF GREENVILLE . A Public Hearing was held at Beeland Park on Monday, January 25, at 5:25 p.m. for the purpose of receiving public opinion regarding the Greenwood Church of God In Christ to construct a cemetery. Mayor Dexter McLendon called the hearing to order and City Clerk- Treasurer Dee H. Blackmon recorded the following members present: Mayor McLendon, Councilmembers Bryan Reynolds, Ed Sims, Joseph West, Jae’Ques Brown and Boris Thigpen. Mayor McLendon called for public comment. Brenda Darby spoke on behalf of the Greenwood Church of God in Christ. With no comments against the measure, Mayor McLendon adjourned the public hearing at 5:28 p.m. The Greenville City Council convened at Beeland Park on Monday, January 25, 2021, at 5:30 p.m. for a regular Council meeting. Mayor Dexter McLendon called the meeting to order. City Clerk-Treasurer Dee H. Blackmon called the roll and recorded the following members present: Mayor McLendon, Councilmembers Ed, Sims, Bryan Reynolds, Joseph West, Jae’Ques Brown, and Boris Thigpen. Mayor McLendon led those attending in the Pledge of Allegiance to the American Flag. Councilmember Brown delivered the invocation. APPROVAL OF MINUTES: Mayor McLendon advised each councilmember had received for review a copy of the proposed minutes for the Regular Council Meeting held on January 11, 2021. He asked if there were any additions, deletions or amendments to the minutes as presented. Councilmember Brown moved to dispense with the reading of the minutes and approve the minutes for January 11, 2021, as drafted . Councilmember Reynolds seconded the motion. Mayor McLendon announced the motion carried with a unanimous vote of the Council. NEW BUSINESS: RESOLUTION 2021-04. A RESOLUTION GRANTING APPROVAL TO THE GREENWOOD CHURCH OF GOD IN CHRIST TO LOCATE A CEMETERY IN THE CITY LIMITS. Mayor McLendon explained that resolution 2021-04 would be contingent upon receiving approval letter from the Butler County Health Department. Councilmember Sims moved to adopt Resolution 2021-04 contingent upon receiving approval letter from the Butler County Health Department for the Greenwood Church of God in Christ to locate a cemetery within the city limits of the City of Greenville . Councilmember Thigpen seconded the motion. Mayor McLendon announced the motion carried with a unanimous vote of the council. RESOLUTION 2021-05. A RESOLUTION ACCEPTING QUARTERLY FINANCIAL REPORTS FOR QUARTER ENDED DECEMBER 31, 2020. Councilmember Brown moved to adopt Resolution 2021-05 approving the quarterly reports for quarter ended December 31, 2020. Councilmember Reynolds seconded the motion. Mayor McLendon announced the motion carried with a unanimous vote of the council. APPROVAL OF EXPENDITURES: Councilmember Sims made a motion to approve the following expenditures: MUNICIPAL WORKERS COMPENSATION FUND - $177,204.00 (BUDGETED ITEM) 2021-2022 ESTIMATED BILLING ARK REMEDIATION - $2,500.00 ASBESTOS REMOVAL 717 PERRY STREET AND 848 FORT DALE ROAD MCKINLEY TIRE - $1,410.36 TIRES FOR TRACTOR AT SHERLING LAKE NETS OF AMERICA - $1,233.00 (REIMBURSED BY INSURANCE) 30 ‘ X 101’ BASEBALL NYLON NETTING BACKSTOP WITH SEWN IN LACING SOUTHERN SOFTWARE - $6,581.00 (BUDGETED ITEM) ANNUAL SOFTWARE RENEWAL FOR POLICE DEPARTMENT CDW-G - $2,877.32 (BUDGETED ITEM) DEDICATED HIGH SPEED NETWORK FOR POLICE DEPARTMENT BRYAN TREE SERVICE - $1,250.00 (REIMBURSED BY INSURANCE) HUNG NET AND CABLE AT BEELAND COMPLEX Councilmember Brown seconded the motion. Mayor McLendon announced the motion passed with unanimous vote of the Council. OTHER BUSINESS: Police Chief Justin Lovvorn introduced Mr. Jonathan Bozeman with Alabama Power Company. Mr. Bozeman explained that Alabama Power leases License Plate Recognition (LPR) cameras to police departments for a nominal fee. The LPR camera capture license plates of automobiles, which pass where the camera is located. The photographs run through a database and if any criminal activity is associated with the license plate, it alerts the police department. He further explained that it is not a speed-tracking device and cannot write tickets. These cameras have helped solve many crimes and is helpful to law enforcement throughout the state and country as well. Mr. Eddie Cook stated that during his tenure with the Alabama Pardon and Parole Board it was an asset to his department and praised Chief Lovvorn for his forward thinking. The Mayor thanked Mr. Bozeman for his time and said after Chief Lovvorn speaks each councilmember a decision will be made and be placed on the agenda for approval. BOARD APPOINTMENT Councilmember West moved to appoint Judy Gettys to fill Ronnie Graddy ’s unexpired term to the Planning Commission Board. Councilmember Brown seconded the motion. Mayor McLendon announced the motion carried with a unanimous vote of the Council. ANNOUNCEMENTS AND ADJOURNMENT: Mayor McLendon announced the next regular council meeting will be held Monday, February 8, 2021. COVID numbers have increased rapidly, therefore, to comply with social distancing, the next meeting will be held at Beeland Park. Masks will be required.
