CITY COUNCIL MEETING April 26, 2021 PUBLIC HEARING – 5:20 P.M.: SECTION 94-A REQUEST FOR ECONOMIC DEVELOPMENT AND TAX INCENTIVES FOR GREENVILLE CASH AND CARRY AT 1608 EAST COMMERCE STREET. A Public Hearing was held at City Hall on Monday, April 26, at 5:20 p.m. for the purpose of receiving public opinion regarding Resolution 2021-16 to be considered by the City Council. Mayor Dexter McLendon called the hearing to order: Mayor McLendon stated for the record all councilmember except Councilmember Sims were present. The Resolution would authorize the City of Greenville to offer an incentive for Greenville Cash and Carry, located at 1608 East Commerce Street, to expand and remodel its current location. The business is expected to provide increased tax revenues to the City, and will rebate the increased difference in current sales taxes received by the City from Greenville Cash & Carry versus the average of the 2020 sales tax revenue, which is $7,040.00 per month. This will be payable until the aggregate amount of $100,000.00 is paid to Greenville Cash & Carry. Mayor McLendon called for public comment. With no comments for or against the measure, Mayor McLendon adjourned the public hearing at 5:22 p.m. PUBLIC HEARING – 5:25 P.M. SECTION 94-A REQUEST FOR ECONOMIC DEVELOPMENT AND TAX INCENTIVES FOR GREENVILLE TIRE COMPANY AT 2136 LUVERNE HIGHWAY. A Public Hearing was held at City Hall on Monday, April 26, at 5:25 p.m. for the purpose of receiving public opinion regarding Resolution 2021-17 to be considered by the City Council. Mayor Dexter McLendon called the hearing to order. Mayor McLendon, stated for the record all councilmembers except Councilmember Sims were present. The Resolution would authorize the City of Greenville to offer an incentive to Greenville Tire Company, located at 2136 Luverne Highway, to expand and relocate their business to 544 Cahaba Road. The business is expected to provide increased tax revenues to the City. The City will rebate the increased difference in current sales taxes received by the City from Greenville Tire Company versus the average of the 2020 sales tax revenue, which is $1,616.00 per month. This amount will be payable until the aggregate amount of $100,000.00 is paid to Greenville Tire Company. Mayor McLendon opened the floor for comments with remarks of support for the measure. Jody Smith and Anita Till spoke on behalf of Greenville Tire Company. Mr. Smith explained they plan to move to the new Cahaba Road location on June 21, 2021 and will also open a Carquest Auto Parts store in the front of the repair shop. Mayor McLendon called for public comment against the measure. With no comments against the measure, Mayor McLendon adjourned the public hearing at 5:27 p.m. The Greenville City Council convened in the Council Chamber of City Hall on Monday, April 26, 2021, at 5:30 p.m. for a regular Council meeting. Mayor Dexter McLendon called the meeting to order. City Clerk-Treasurer Dee H. Blackmon called the roll and recorded the following members present: Mayor McLendon, Councilmembers Bryan Reynolds, Joseph West, Jae’Ques Brown, and Boris Thigpen. Councilmember Ed Sims was absent. Mayor McLendon led those attending in the Pledge of Allegiance to the American Flag. Councilmember Brown delivered the invocation. APPROVAL OF MINUTES: Mayor McLendon advised each councilmember had received for review a copy of the proposed minutes for the Regular Council Meeting held on April 12, 2021. He asked if there were any additions, deletions or amendments to the minutes as presented. Councilmember West moved to dispense with the reading of the minutes and approve the minutes for April 12, 2021, as drafted . Councilmember Brown seconded the motion. Mayor McLendon announced the motion carried with a unanimous vote of the Council. NEW BUSINESS: RESOLUTION 2021-1 5. TO AUTHORIZE RENEWAL PREMIUMS PAYMENT TO AMIC FOR MUNICIPAL INSURANCE COVERAGE FOR CITY OF GREENVILLE FOR PERIOD APRIL 20, 2021 - APRIL 19, 2022 Mayor McLendon explained Resolution 2021-15 is for one year of municipal insurance coverage through the Alabama Municipal Insurance Corporation. This is an annual expenditure. Councilmember Reynolds moved to adopt Resolution 2021-1 5 authorizing the payment of renewal premiums to AMIC for municipal insurance coverage in the amount of $183,915 for the city, $8,988 for the YMCA and $3,762 for the Mac Crenshaw Memorial Airport . Councilmember Thigpen seconded the motion. Mayor McLendon announced the motion carried with a unanimous vote of the council. RESOLUTION 2021-1 6. TO AUTHORIZE CERTAIN INCENTIVES UNDER SECTION 94- A TO GREENVILLE CASH AND CARRY. Mayor McLendon advised a public hearing for this Section 94-A request had been duly advertised and held on this date at 5:20 p.m. and no public comment had been received either for or against the adoption of Resolution 2021-16. He called for the pleasure of the Council. Councilmember West moved to adopt Resolution 2021-1 6 authorizing certain incentives under Section 94-A to Greenville Cash and Carry. Councilmember Reynolds seconded the motion. Mayor McLendon announced the motion carried with a unanimous vote of the council. RESOLUTION 2021-1 7. TO AUTHORIZE CERTAIN INCENTIVES UNDER SECTION 94- A TO GREENVILLE TIRE COMPANY. Mayor McLendon advised a public hearing for this Section 94-A request had been duly advertised and held on this date at 5:25 p.m. and no public comment had been received against the adoption of Resolution 2021-17. He called for the pleasure of the Council. Councilmember Brown moved to adopt Resolution 2021-17 authorizing certain incentives under Section 94-A to Greenville Tire Company. Councilmember Thigpen seconded the motion. Mayor McLendon announced the motion carried with a unanimous vote of the council. RESOLUTION 2021-18. A RESOLUTION AUTHORIZING THE DECLARATION OF CERTAIN PERSONAL PROPERTY OWNED BY THE CITY AS SURPLUS AND THE DISPOSAL OR SALE OF SAME. Councilmember West moved to adopt Resolution 2021-18 authorizing the declaration of certain personal property owned by the City as surplus and the disposal or sale of same. Councilmember Reynolds seconded the motion. Mayor McLendon announced the motion carried with a unanimous vote of the council. RESOLUTION 2021-19. A RESOLUTION ACCEPTING QUARTERLY FINANCIAL REPORTS FOR QUARTER ENDED March 2021. Councilmember Brown moved to adopt Resolution 2021-19 approving the quarterly reports for quarter ended March 2021. Councilmember West seconded the motion. Mayor McLendon announced the motion carried with a unanimous vote of the council. APPROVAL OF EXPENDITURES: Councilmember Reynolds made a motion to approve the following expenditures: COMMUNICATIONS INTERNATIONAL, INC - $8,932.33 (DONATION AND BUDGETED ITEM) 11 RADIOS AND RADIO EQUIPMENT FOR FIRE DEPARTMENT GREENVILLE AUTO CLINIC - $3,946.43 NEW ENGINE FOR POLICE DEPT. UNIT 246 2015 FORD POLICE INTERCEPTOR UTILITY VEHICLE PERRY BROTHERS AVIATION FUELS - $16,915.71 (BUDGETED ITEM) 4549 GALLONS OF AVIATION FUEL THE GREENVILLE STANDARD - $1,349.00 AD TO PUBLISH ORDINANCE FOR CAMELLIA COMMUNICATIONS FRANCHISE MIDDLETON OIL - $1,203.50 – (BUDGETED ITEM) 500 GALLONS OF DIESEL FUEL FOR LANDFILL (SANITATION DEPT.) Councilmember Brown seconded the motion. Mayor McLendon announced the motion passed with unanimous vote of the Council. OTHER BUSINESS: WEED AND DEBRIS VIOLATIONS: ALABAMA DEPARTMENT OF REVENUE Lots Next to 112 WATER STREET 10 08 06 23 2 002 029.000 Councilmember West moved to proceed to the next step of compliance for weed and debris violations pursuant to the City’s Code of Ordinances, and thereby authorize properties to be cleared at the owners ’ expense and the City Clerk to bill property owner for services. Councilmember Thigpen seconded the motion. Mayor McLendon announced the motion carried with a unanimous vote of the Council. BROOKS, WILLIE JAMES SR & LINDA G 408 THAMES ST 10 08 06 13 3 002 031.008 Councilmember West moved to approve a 5-day extension for weed and debris violations pursuant to the City’s Code of Ordinances . Councilmember Thigpen seconded the motion. Mayor McLendon announced the motion carried with a unanimous vote of the Council. ANNOUNCEMENTS AND ADJOURNMENT: City Clerk-Treasurer Dee Blackmon spoke about SB-119: Municipal Election Revisions, which was signed into law by Governor Ivey on March 30, 2021 as Act 2021-157. ACT 2021- 57 moves municipal elections off the presidential election cycle. Municipalities will hold their next election in 2025 and every four years thereafter. The ACT also moves qualification of candidates from July to June and shortens the run-off time from six to four weeks. It also requires the clerk to file a copy of each certificate of election with the Secretary of State and the Alabama League of Municipalities. Mayor McLendon announced the next regular council meeting will be held Monday, May 10, 2021.
