CITY COUNCIL MEETING
June 14, 2021
The Greenville City Council convened in the Council Chamber of City Hall on Monday, June
14, 2021, at 5:30 p.m. for a regular Council meeting. Mayor Dexter McLendon called the
meeting to order. City Clerk-Treasurer Dee H. Blackmon called the roll and recorded the
following members present: Mayor McLendon, Councilmembers Ed Sims, Bryan Reynolds,
Joseph West, Jae’Ques Brown, and Boris Thigpen. Mayor McLendon led those attending in
the Pledge of Allegiance to the American Flag. Councilmember Brown delivered the
invocation.
APPROVAL OF MINUTES:
Mayor McLendon advised each councilmember had received for review a copy of the
proposed minutes for the Regular Council Meeting held on May 24, 2021. He asked if there
were any additions, deletions or amendments to the minutes as presented.
Councilmember Reynolds moved to dispense with the reading of the minutes and approve
the minutes for May 24, 2021, as drafted . Councilmember Sims seconded the motion.
Mayor McLendon announced the motion carried with a unanimous vote of the Council.
NEW BUSINESS:
RESOLUTION 2021-21. A RESOLUTION AUTHORIZING A LAND LEASE FOR THE
TRANSFER STATION BETWEEN CITY OF GREENVILLE AND BFI WASTE SERVICES,
LLC.
Mayor McLendon called on City Attorney Brandon Simmons to explain Resolution 2021-21.
This will be a 30-year lease agreement with BFI to lease land at Landfill Drive at a monthly
rate of $700.00 per month with an annual increase of 3%.
Councilmember West moved to adopt Resolution 2021-2 1 authorizing a land lease for the
transfer station between City of Greenville and BFI waste services, LLC. Councilmember
Brown seconded the motion. Mayor McLendon announced the motion carried with a
unanimous vote of the council.
RESOLUTION 2021-22. A RESOLUTION ACCEPTING CERTAIN REAL PROPERTY IN
THE FORM OF A DEED OF GIFT FROM THIGPEN HILL, LLC.
Mayor McLendon stated that Isabel T. Hill, Thigpen Hill, LLC, wished to gift a 79- acre tract of
land located on Braggs Road to the City. This tract of land adjoins Cambrian Ridge. In the
deed, Ms. Hill stipulated the property could only be used for public recreation such as cabins,
campsites and supporting infrastructure.
Councilmember Sims moved to adopt Resolution 2021-2 2 accepting certain real property
in the form of a deed of gift from Thigpen Hill, LLC. Councilmember Thigpen seconded the
motion. Mayor McLendon announced the motion carried with a unanimous vote of the
council.
RESOLUTION 2021-23. A RESOLUTION APPROVING ISSUANCE OF ABC LICENSE
TO BISMILLAH OF TROY, LLC d/b/a HILL TOP FOOD MART FOR RETAIL BEER OFF
PREMISES ONLY (#050) AND SALE OF RETAIL TABLE WINE – OFF PREMISE ONLY
(#070).
Councilmember Reynolds moved to adopt Resolution 2021-2 3 approving issuance of ABC
license to Bismillah of Troy, LLC d/b/a Hill Top Food Mart for retail beer off premises only
(#050) and retail table wine off premise only (#070). Councilmember West seconded the
motion. Mayor McLendon announced the motion carried with a unanimous vote of the
council.
APPROVAL OF EXPENDITURES:
Councilmember Brown made a motion to approve the following expenditures:
LEE ELECTRIC - $4,454.00
REPLACE UNDERGROUND CURRENT TO CENTERFIELD POLE AT SOFTBALL COMPLEX
G & C SUPPLY CO. - $1,034.25 (BUDGETED ITEM)
STREET AND ROAD SIGNS FOR STREET DEPARTMENT
STRYKER SALES - $1,176.00 (BUDGETED ITEM)
LIFEPAK 1000 ONSITE PREVENTIVE MAINTENANCE FOR FIRE DEPARTMENT
Councilmember West seconded the motion. Mayor McLendon announced the motion
passed with unanimous vote of the Council.

Councilmember Reynolds moved to proceed to the next step of compliance for weed and
debris violations pursuant to the City’s Code of Ordinances, and thereby authorize
properties to be cleared at the owners ’ expense and the City Clerk to bill property owner
for services. Councilmember Brown seconded the motion. Mayor McLendon announced the
motion carried with a unanimous vote of the Council.
ANNOUNCEMENTS AND ADJOURNMENT:
Mayor McLendon announced the next regular council meeting will be held Monday, June 28,
2021. With no further business or announcements, Mayor McLendon adjourned the meeting
at 5:37 p.m.
