CITY COUNCIL MEETING
May 24, 2021
The Greenville City Council convened in the Council Chamber of City Hall on Monday, May
24, 2021, at 5:30 p.m. for a regular Council meeting. Mayor Dexter McLendon called the
meeting to order. City Clerk-Treasurer Dee H. Blackmon called the roll and recorded the
following members present: Mayor McLendon, Councilmembers Ed Sims, Bryan Reynolds,
Joseph West, Jae’Ques Brown, and Boris Thigpen. Mayor McLendon led those attending in
the Pledge of Allegiance to the American Flag. Councilmember Brown delivered the
invocation.
APPROVAL OF MINUTES:
Mayor McLendon advised each councilmember had received for review a copy of the
proposed minutes for the Regular Council Meeting held on May 10, 2021. He asked if there
were any additions, deletions or amendments to the minutes as presented.
Councilmember Reynolds moved to dispense with the reading of the minutes and approve
the minutes for May 10, 2021, as drafted . Councilmember Brown seconded the motion.
Mayor McLendon announced the motion carried with a unanimous vote of the Council.
NEW BUSINESS:
RESOLUTION 2021-20. A RESOLUTION AWARDING R EQUEST FOR PROPOSALS
(RFP) TO BFI WASTE SERVICES, LLC FOR WASTE DISPOSAL SERVICES.
Mayor McLendon called on City Clerk Dee Blackmon to explain resolution 2021-20. This was
a request for proposals for waste disposal services. The City received one RFP from BFI.
The City will continue the current disposal rate of $54.00 a ton with an annual increase of 3%.
This contract is for processing in-bound waste within the city limits of Greenville by
transferring the waste to Timberland Landfill located in Brewton.
Councilmember Brown moved to adopt Resolution 2021-20 awarding RFP to BFI Waste
Services, LLC for waste disposal services . Councilmember West seconded the motion.
Mayor McLendon announced the motion carried with a unanimous vote of the council.
APPROVAL OF EXPENDITURES:
Councilmember Sims made a motion to approve the following expenditures:
MIDDLETON OIL - $3,314.25 (BUDGETED ITEM) STREET & SANITATION (DUE TO POSSIBLE
GAS SHORTAGE)
500 GALLONS - DIESEL, 500 GALLONS – GASOLINE AND 250 GALLONS - DYED ULTRA LOW
DIESEL
BRYAN TREE SERVICE - $3,500.00
CUT AND CLEANED UP TREE AT YMCA
MIDDLETON OIL - $1,153.50 (BUDGTED ITEM FOR LANDFILL)
500 GALLONS OF DIESEL
Councilmember Brown seconded the motion. Mayor McLendon announced the motion
passed with unanimous vote of the Council.

Councilmember West moved to proceed to the next step of compliance for weed and
debris violations on items A & B and to approve a 10 day extension for item C pursuant to
the City’s Code of Ordinances, and thereby authorize properties to be cleared at the
owners ’ expense and the City Clerk to bill property owner for services. Councilmember
Reynolds seconded the motion. Mayor McLendon announced the motion carried with a
unanimous vote of the Council.
ANNOUNCEMENTS AND ADJOURNMENT:
Mayor McLendon announced the next regular council meeting will be held Monday, June 14,
2021. With no further business or announcements, Mayor McLendon adjourned the meeting
at 5:34 p.m.
