CITY COUNCIL MEETING JUNE 27, 2022 The Greenville City Council convened in the Council Chamber of City Hall on Monday, June 27, 2022, at 5:30 p.m. for a regular Council meeting. Mayor Dexter McLendon called the meeting to order. City Clerk – Treasurer Dee Blackmon called the roll and recorded the following members present: Mayor McLendon, Councilmembers Bryan Reynolds, Ed Sims, Joseph West, Jae’Ques Brown, and Boris Thigpen. Mayor McLendon led those attending in the Pledge of Allegiance to the American Flag. Councilmember Brown delivered the invocation. APPROVAL OF MINUTES: Mayor McLendon advised each councilmember had received for review a copy of the proposed minutes for the Regular Council Meeting held on June 13, 2022. He asked if there were any additions, deletions or amendments to the minutes as presented. Councilmember Brown moved to dispense with the reading of the minutes and approve the minutes for June 13, 2022, as drafted . Councilmember Reynolds seconded the motion. Mayor McLendon announced the motion carried with a unanimous vote of the Council. PROCLAMATIONS and PRESENTATIONS : NEW BUSINESS: RESOLUTION 2022-27. A RESOLUTION AUTHORIZING A SITE AGREEMENT BETWEEN THE CITY OF GREENVILLE AND UNITI FIBER LLC. Mayor McLendon explained Resolution 2022-27, is a 10-year Fiber contract between Uniti and the city for which Uniti will place fiber optic transmission lines from the Gulf Coast to the Auburn area. Uniti will responsible for repairing and maintaining the facilities and any other improvements installed. Mayor McLendon asked if anyone has any question or comments. Councilmember Sims asked why they chose the airport locationt? Mayor McLendon replied the company will fly in from Mobile and it is more convenient for them. Mayor McLendon asked if anyone else has question or comments. Hearing none. Councilmember Sims moved to adopt Resolution 2022-27 authorizing a site agreement between The City of Greenville and Uniti Fiber LLC. Councilmember Reynolds seconded the motion. Mayor McLendon announced the motion carried with a unanimous vote of the council. RESOLUTION 2022-28. A RESOLUTION DECLARING PARTICIPATION IN THE EMPLOYEES RETIREMENT SYSTEM OF ALABAMA ONE TIME BONUS FOR CITY RETIREES AND BENEFICIARIES OF DECEASED RETIREES AS SET FORTH BY ALABAMA ACT 2022-229. Mayor McLendon called on Dee Blackmon, City Clerk-Treasurer to explain Resolution 2022-28. She explained that this is a one-time lump sum payment to retired members and beneficiaries of deceased retirees of the City of Greenville with the aforementioned lump sum payment being paid in the current budget year. The estimated cost for the City of Greenville is $37,060.00. Mayor McLendon asked if anyone else has question or comments. Hearing none. Councilmember West moved to adopt Resolution 2022-28 declaring participation in the employees ’ Retirement System of Alabama , one-time bonus for city retirees and beneficiaries of deceased retirees as set forth by Alabam a Act 2022-229. Councilmember Reynolds seconded the motion. Mayor McLendon announced the motion carried with a unanimous vote of the council. RESOLUTION 2022-29. TO APPROVE ABC LICENSE REQUEST FOR GREENVEER KING 1194 INC d/b/a HILL TOP FOOD MART @ 100 N COLLEGE STREET FOR OFF-PREMISE ONLY SALE OF RETAIL BEER (#050) AND OFF-PREMISE ONLY SALE OF RETAIL TABLE WINE (#070). Mayor McLendon explained that Chief Lovvorn did not sign off on the first request but has now signed off.Mayor McLendon asked if anyone has any question or comments. Hearing none. Greenveer King 1194 INC d/b/a Hill Top Food Mart located at 100 N. College Street has applied for a Retail Beer (off- premises only) (050) and Retail Table Wine (off-premises only) (070). Councilmember Reynolds moved to adopt Resolution 2022-29, approving an ABC License for the Hill Top Food MArt. Councilmember Sims seconded the motion. Mayor McLendon announced the motion carried with a unanimous vote of the council. RESOLUTION 2022-30. A RESOLUTION AUTHORIZING APPLICATION FOR THE PIONEER ELECTRIC COOPERATIVE OPERATION ROUND UP GRANT. NO LOCAL MATCH REQUIRED. Mayor McLendon called on Chief Lovvorn to explain Resolution 2022-30. Chief Lovvorn stated the police department would like to apply for the Pioneer Electric Cooperative Operation Round Up Grant. This is 100% grant application, up to $10,000.00, and would be used to purchase a drone. No local match is required. Mayor McLendon asked if anyone has any question or comments. Hearing none. Councilmember Brown moved to adopt Resolution 2022-30 authorizing The City of Greenville to make application for the Pioneer Electric Cooperative Operation Round Up grant. Councilmember West seconded the motion. Mayor McLendon announced the motion carried with a unanimous vote of the council. APPROVAL OF EXPENDITURES: Mayor McLendon explained the following expenditures and asked if anyone has any question or comments. Hearing none. Councilmember Reynolds made a motion to approve the following expenditures: D & T EMERGENCY LIGHTING - $7,618.00 (BUDGETED ITEM) EQUIPMENT FOR NEW EXPLORER UNIT 448 MIDDLETON OIL - $3,912.00 (BUDGETED ITEM) 800 GALLONS DYED ULTRA LOW SUFUR DIESEL FUEL DANIEL INGRAM - $3,000.00 (BUDGETED ITEM) UMPIRE AND CHIEF-SCHEDULING UMPIRES FOR ALL RECREATION LEAGUE GAMES Councilmember Sims seconded the motion. Mayor McLendon announced the motion passed with unanimous vote of the Council.
