CITY COUNCIL MEETING JULY 11, 2022 The Greenville City Council convened in the Council Chamber of City Hall on Monday, July 11, 2022, at 5:30 p.m. for a regular Council meeting. Mayor Dexter McLendon called the meeting to order. City Clerk – Treasurer Dee Blackmon called the roll and recorded the following members present: Mayor McLendon, Councilmembers Bryan Reynolds, Ed Sims, Joseph West, and Jae’Ques Brown. Councilmember Boris Thigpen was absent. Mayor McLendon led those attending in the Pledge of Allegiance to the American Flag. Councilmember Brown delivered the invocation. APPROVAL OF MINUTES: Mayor McLendon advised each councilmember had received for review a copy of the proposed minutes for the Regular Council Meeting held on June 27, 2022. He asked if there were any additions, deletions or amendments to the minutes as presented. Councilmember West moved to dispense with the reading of the minutes and approve the minutes for June 27, 2022, as drafted . Councilmember Reynolds seconded the motion. Mayor McLendon announced the motion carried with a unanimous vote of the Council. PROCLAMATIONS and PRESENTATIONS : NEW BUSINESS: RESOLUTION 2022-31. A RESOLUTION AWARDING THE CONSTRUCTION BID FOR THE MAC CRENSHAW MEMORIAL AIRPORT FAA AIP NO. 3-01-0036-019-2022 FOR TAXIWAY REHABILITATION AND AUTHORIZING THE MAYOR TO ENTER INTO A CONSTRUCTION CONTRACT FOR SAME. Mayor McLendon explained Resolution 2022-31 is a grant for the airport in the amount of $887,127.00. The City has a 5% local match of $44,356.00. This Resolution is awarding the low bid contract to Wiregrass Construction at $714,889.00. Councilmember Reynolds moved to adopt Resolution 2022-31, awarding the construction bid for the Mac Crenshaw Memorial Airport FAA AIP NO. 3-01-0036-019-2022 for taxiway rehabilitation and authorizing the Mayor to enter into a construction contract for same. Councilmember Sims seconded the motion. Mayor McLendon announced the motion carried with a unanimous vote of the council. RESOLUTION 2022-32. TO AUTHORIZE CITY TO ENTER INTO AN AGREEMENT WITH GOODWYN, MILLS & CAWOOD FOR ENGINEERING SERVICES REGARDING THE MAC CRENSHAW MEMORIAL AIRPORT TAXIWAY REHABILITATION. Mayor McLendon explained Resolution 2022-32 is the agreement with Goodwyn, Mills & Cawood for engineering services regarding the airport grant. Councilmember West moved to adopt Resolution 2022-32, authorizing City of Greenville to enter into an agreement with Goodwyn, Mills & Cawood for Engineering services regarding the Mac Crenshaw Memorial Airport taxiway rehabilitation. Councilmember Reynolds seconded the motion. Mayor McLendon announced the motion carried with a unanimous vote of the council. RESOLUTION 2022-33. A RESOLUTION TO INCLUDE AMENDMENT FOUR TO THE 2013 PERSONNEL POLICIES AND PROCEDURES MANUAL FOR CITY EMPLOYEES. Mayor McLendon asked City Clerk Blackmon to explain Resolution 2022-33. She stated this resolution is to make all departments consistent across the board. The work period for the Fire Department needs to be changed from a 28-day work period to a bi-weekly 14-day work period. Amendment Four to the Policy and Procedure Manual will change the Fire Department from a 28- day work period to a bi-weekly 14-day work period. Councilmember Brown moved to adopt Resolution 2022-33, to include amendment four to the 2013 personnel policies and procedures manual for city employees. Councilmember Sims seconded the motion. Mayor McLendon announced the motion carried with a unanimous vote of the council. RESOLUTION 2022-34. A RESOLUTION AWARDING THE BID FOR THE CITY’S 2022 STREET MILLING AND RESURFACING PROJECT AND AUTHORIZING THE MAYOR TO ENTER INTO A CONTRACT ON BEHALF OF THE CITY. Mayor McLendon advised bids for the 2022 Street Milling and Resurfacing Project were received and publicly opened on July 6, 2022 at 1:00 p.m. in the Council Chamber. The low bid was submitted by MidSouth Paving in the amount of $1,153,210.90. He called for the pleasure of the Council regarding adoption of Resolution 2022-34 to award said bid. Councilmember Brown moved to adopt Resolution 2022-34, awarding the bid for the City’s 2022 Street Milling and Resurfacing Project and authorizing the Mayor to enter into a contract on behalf of the City. Councilmember West seconded the motion. Mayor McLendon announced the motion carried with a unanimous vote of the council. RESOLUTION 2022-35. A RESOLUTION AUTHORIZING AN AMENDMENT TO THE FISCAL YEAR 2021-2022 BUDGET AS ADOPTED ON SEPTEMBER 27, 2021. Councilmember Reynolds moved to adopt Resolution 2022-35, authorizing a budget amendment for FY 21-22 general fund budget, as adopted on September 27, 2021, by adjusting $688,088.00 from other expense accounts to balance various budgetary accounts, as outlined in “Exhibit A”. Councilmember Brown seconded the motion. Mayor McLendon announced the motion carried with a unanimous vote of the council. APPROVAL OF EXPENDITURES: Mayor McLendon explained the following expenditures. Councilmember Brown made a motion to approve the following expenditures: PERRY BROTHERS - $33,076.19 (BUDGETED ITEM) 5100 GALLONS OF AVIATION FUEL Councilmember Sims seconded the motion. STATE OF ALABAMA LOT NEXT TO 161 W PARMER ST 10 08 06 23 4 004 004.001 Councilmember West moved to proceed to the next step of compliance for weed and debris violations on items A & C and to approve a 10 day extension for item B pursuant to the City’s Code of Ordinances, and thereby authorize properties to be cleared at the owners ’ expense and the City Clerk to bill property owner for services. Councilmember Sims seconded the motion. Mayor McLendon announced the motion carried with a unanimous vote of the Council.
