CITY COUNCIL MEETING OCTOBER 24, 2022 PUBLIC HEARING 5:25 P.M.: SECTION 94-A REQUEST FOR ECONOMIC DEVELOPMENT AND TAX INCENTIVES FOR HARTLEY 6 SPORTS AND OUTDOORS 116 WEST COMMERCE STREET. A Public Hearing was held in the Council Chamber of City Hall on Monday, October 24, at 5:25 p.m. for the purpose of receiving public opinion regarding Resolution 2022-69 to be considered by the City Council. Mayor Dexter McLendon called the hearing to order and City Clerk – Treasurer Dee Blackmon called the roll and recorded the following members present: Mayor McLendon, Councilmembers Bryan Reynolds, Ed Sims, Joseph West, and Boris Thigpen. Councilmember Jae’Ques Brown was absent. Mayor McLendon called for public comment and asked City Clerk – Treasurer Dee Blackmon to explain. She stated the owners are Daniel and Shae Hartley who couldn’t be here tonight, due to an illness. The Hartley’s bought the downtown building located at 116 West Commerce, which is in the designated Downtown Grant area. They have completed the downtown revitalization grant program application for both real property owners and merchant. The request for real property owners is the reimbursement of 4% sales tax spent on construction supplies and materials used in remodeling, when purchased within the Greenville city limits. The Merchant grant is reimbursement of 4% of net sales tax, in which three percent (3%), will be reimbursed to the Hartley’s and 1% will be given to the Ritz Theatre for a period of three (3) years. Mayor asked if anyone had any questions or comments. With no comments for or against the measure, Mayor McLendon adjourned the public hearing at 5:27 p.m. The Greenville City Council convened in the Council Chamber of City Hall on Monday, October 24, 2022, at 5:30 p.m. for a regular Council meeting. Mayor Dexter McLendon called the meeting to order. City Clerk – Treasurer Dee Blackmon called the roll and recorded the following members present: Mayor McLendon, Councilmembers Bryan Reynolds, Ed Sims, Joseph West, Jae’Ques Brown, and Boris Thigpen. Mayor McLendon led those attending in the Pledge of Allegiance to the American Flag. Jae’Ques Brown delivered the invocation. APPROVAL OF MINUTES: Mayor McLendon advised each councilmember had received for review a copy of the proposed minutes for the Regular Council Meeting held on October 10, 2022. He asked if there were any additions, deletions or amendments to the minutes as presented. Councilmember West moved to dispense with the reading of the minutes and approve the minutes for October 10, 2022, as drafted . Councilmember Sims seconded the motion. Mayor McLendon announced the motion carried with a unanimous vote of the Council. PROCLAMATIONS and PRESENTATIONS : NEW BUSINESS: RESOLUTION 2022-69. A RESOLUTION AUTHORIZING CERTAIN INCENTIVES UNDER SECTION 94-A TO HARTLEY 6 SPORTS AND OUTDOORS. Mayor McLendon explained, Resolution 2022-69 was presented in the public hearing at 5:25pm. Councilmember Brown moved to adopt Resolution 2022-69 approving merchant application and real property owner application for the downtown revitalization grant program as submitted by Hartley 6 Sports and Outdoors . Councilmember Reynolds seconded the motion. Mayor McLendon announced the motion carried with a unanimous vote of the council. RESOLUTION 2022-70. A RESOLUTION AUTHORZING THE DECLARATION OF CERTAIN PERSONAL PROPERTY OWNED BY THE CITY AS SURPLUS AND THE SALE OF SAME. Mayor McLendon explained Resolution 2022-70 is the sale of Marvin’s, Citi-trend, and the grass area beside the building. The buyers are keeping everything the same with the current business leases and are purchasing the lot for $1,850,000.00. The money will be put aside to make the bond payment, but will not pay off the bond due to the low interest rate. Councilmember Brown moved to adopt Resolution 2022-70 authorizing the declaration of certain personal property owned by the city as surplus and the sale of same. Councilmember Reynolds seconded the motion. Mayor McLendon announced the motion carried with a unanimous vote of the council. RESOLUTION 2022-71. A RESOLUTION APPROVING QUARTERLY REPORTS FOR QUARTER ENDING SEPTEMBER 30, 2022 Councilmember Sims moved to adopt Resolution 2022-71 approving the quarterly reports for quarter ended September 30, 2022. Councilmember Thigpen seconded the motion. Mayor McLendon announced the motion carried with a unanimous vote of the council. APPROVAL OF EXPENDITURES: Mayor McLendon explained the following expenditures and asked if anyone has any questions or comments. Hearing none, Councilmember Brown made a motion to approve the following expenditures: JDM SERVICES - $5,320.00 BUDGETED ITEM PIONEER CEMETERY SITE A26, A52, B4, B5, B32, B54 AND C14 CLARK’S PAINT AND BODY SHOP - $9,815.27 (HAS BEEN REIMBURSED BY INSURANCE) 2019 DODGE CHARGER VEHICLE ACCIDENT FOR POLICE DEPARTMNET UNIT #351 Councilmember Sims seconded the motion. Mayor McLendon announced the motion passed with unanimous vote of the Council.
