CITY COUNCIL MEETING NOVEMBER 14, 2022 The Greenville City Council convened in the Council Chamber of City Hall on Monday, November 14, 2022, at 5:30 p.m. for a regular Council meeting. Mayor Dexter McLendon called the meeting to order. In the absence of City Clerk – Treasurer Dee Blackmon the mayor called on Assistant City Clerk Nicki Hunt to call the roll and recorded the following members present: Mayor McLendon, Councilmembers Ed Sims, Joseph West, Jae’Ques Brown, and Boris Thigpen. Councilmembers Bryan Reynolds was absent. Mayor McLendon led those attending in the Pledge of Allegiance to the American Flag. Jae’Ques Brown delivered the invocation. APPROVAL OF MINUTES: Mayor McLendon advised each councilmember had received for review a copy of the proposed minutes for the Regular Council Meeting held on October 24, 2022. He asked if there were any additions, deletions or amendments to the minutes as presented. Councilmember West moved to dispense with the reading of the minutes and approve the minutes for October 24, 2022, as drafted . Councilmember Brown seconded the motion. Mayor McLendon announced the motion carried with a unanimous vote of the Council. PROCLAMATIONS and PRESENTATIONS : NEW BUSINESS: RESOLUTION 2022-72. A RESOLUTION AUTHORIZING THE POLICE DEPARTMENT TO MAKE APPLICATION FOR A 2023 EDWARD BYRNE MEMORIAL FUND JUSTICE ASSISTANCE GRANT (JAG) ADMINISTERED THROUGH ADECA LAW ENFORCEMENT TRAFFIC SAFETY DIVISION. Mayor McLendon explained Resolution 2022-72, which authorizes the city to apply for 29 body armors through the Edward Byrne Memorial Fund Justice Assistance Grant. This grant amount is up to $24,000.00 with no local match required. Councilmember Thigpen moved to adopt Resolution 2022-72 authorizing the Police Department to make application for a 2023 Edward Byrne Memorial Fund Justice Assistance Grant. Councilmember West seconded the motion. Mayor McLendon announced the motion passed with unanimous vote of the Council. RESOLUTION 2022-73. A RESOLUTION CHANGING THE ABC LICENSE TYPE FROM CLUB I (031) TO SPECIAL RETAIL- MORE THAN 30 DAYS (#160) FOR GREENVILLE COUNTRY CLUB. Mayor McLendon explained Resolution 2022-73, is a formality requested by ABC, so our records will match the license classification. Councilmember Sims moved to adopt Resolution 2022-7 3 changing the ABC license type from Club I (031) to Special Retail- more than 30 days (#160) for Greenville Country Club. Councilmember West seconded the motion. Mayor McLendon announced the motion carried with a unanimous vote of the council. APPROVAL OF EXPENDITURES: Mayor McLendon explained the following expenditures. Councilmember Sims asked if the pipe from Southern Sand and Gravel was being used for a project? He explained the pipes will help a drainage backup problem for a project on Cunningham Street. Mayor McLendon asked if anyone has any other questions or comments. Hearing none, Councilmember Sims made a motion to approve the following expenditures: D & T EMERGENCY LIGHTING - $7,618.00 (BUDGETED ITEM) PARTS & LABOR FOR EQUIPMENT INSTALL ON NEW VEHICLE UNIT #468 SOUTHERN SAND AND GRAVEL - $9,020.00 (BUDGETED ITEM) 2 - 48”X30’ ALUMINUM PIPE AND 8 18X20 OF PLASTIC PIPE DONOHOO CHEVROLET - $37,064.70 (BUDGETED ITEM) 2023 CHEVROLET TAHOE FOR POLICE DEPARTMENT CLARK’S PAINT & BODY - $7,207.22 (REIMBURSED BY INSURANCE) 2018 FORD POLICE INTERCEPTOR UTILITY ACCIDENT FOR POLICE DEPARTMENT UNIT #340 GREENVILLE EQUIPMENT CENTER - $16,867.00 (BUDGETED ITEM) QUICK DUMP BAGGER ($3,988.00) AND 60” LAZER X SERIES MOWER ($12,879.00) FOR HORTICULTURE Councilmember Brown seconded the motion. Mayor McLendon announced the motion passed with unanimous vote of the Council. WEED AND DEBRIS VIOLATIONS: BOARD APPOINTMENTS: OTHER BUSINESS: ANNOUNCEMENTS AND ADJOURNMENT: Mayor McLendon announced the next council meeting would be held Monday, November 28, 2022.
