CITY COUNCIL MEETING
June 26, 2023
The Greenville City Council convened in the Council Chamber of City Hall on Monday, June 26, 2023, at
5:30 p.m. for a regular council meeting. Mayor Dexter McLendon called the meeting to order. City Clerk –
Treasurer Dee Blackmon called the roll and recorded the following members present: Mayor McLendon,
Councilmembers Ed Sims, Bryan Reynolds, Joseph West, and Boris Thigpen. Councilmember Jae’Ques
Brown was absent. Mayor McLendon led those attending in the Pledge of Allegiance to the American Flag.
Eddie Cook delivered the invocation.
APPROVAL OF MINUTES:
Mayor McLendon advised each councilmember had received for review a copy of the proposed minutes
for the Regular Council Meeting held on June 20, 2023. He asked if there were any additions, deletions or
amendments to the minutes as presented.
Councilmember West moved to dispense with the reading of the minutes and approve the minutes for
June 20, 2023, as drafted . Councilmember Thigpen seconded the motion. Mayor McLendon announced
the motion carried with a unanimous vote of the Council.
PROCLAMATIONS and PRESENTATIONS :
NEW BUSINESS:
ORDINANCE 2023-03. AN ORDINANCE AUTHORIZING A LEASE AGREEMENT WITH THE
INDUSTRIAL DEVELOPMENT BOARD FOR PROPERTY LOCATED AT SHERLING LAKE
PARK.
Councilmember Sims moved that all rules governing the Council which might, unless suspended,
prevent the passage and adoption of Ordinance 2023-03 at this meeting, be suspended for the purpose
of permitting the said ordinance be finally passed and adopted at this meeting. Councilmember West
seconded the motion. Mayor McLendon called for a roll call vote to suspend the rules:

Mayor McLendon declared the motion to suspend the rules passed .
Mayor McLendon introduced Ordinance 2023-03 regarding certain real property of the City which is no
longer needed for public or municipal purposes and conveyance of said property to the Industrial
Development Board of the City of Greenville. The property is approximately 5-8 acres located within
Sherling Lake Park and Campground and will be leased to the IDB for a term of 40 years with the purpose
of constructing residential cabins to lease to the public. The city will also offer a guarantee of the
construction loanAll profits derived from the leasing of said cabins shall go to the maintenance and upkeep
of Sherling Lake Park and Campground & Cabins. Mayor McLendon called for the pleasure of the council.
Councilmember Reynolds moved to place Ordinance 2023-03 into final passage. Councilmember
Thigpen seconded the motion. Mayor McLendon called for a roll call vote, which was recorded as follows:

Mayor McLendon declared the motion passed .
RESOLUTION 2023-22. A RESOLUTION AUTHORIZING AN AMENDMENT TO THE FISCAL
YEAR 2022-2023 BUDGET AS ADOPTED ON SEPTEMBER 26, 2022.
Councilmember West moved to adopt Resolution 2023-22 authorizing an amendment to the fiscal year
2022-2023 budget as adopted on September 26, 2022. Councilmember Thigpen seconded the motion.
Mayor McLendon announced the motion carried with a unanimous vote of the council

Councilmember Reynolds moved to proceed to the next step of compliance for weed and
debris violations pursuant to the City’s Code of Ordinances, and thereby authorize properties
to be cleared at the owners ’ expense and the City Clerk to bill property owner for services .
Councilmember West seconded the motion. Mayor McLendon announced the motion carried with
a unanimous vote of the Council.

Mayor McLendon announced the next council meeting would be held Monday, July 10, 2023. With no
further business or announcements, Mayor McLendon adjourned the meeting at 5:33 p.m.
