CITY COUNCIL MEETING
July 10 , 2023
The Greenville City Council convened in the Council Chamber of City Hall on Monday, July 10, 2023, at
5:30 p.m. for a regular council meeting. Mayor Dexter McLendon called the meeting to order. City Clerk –
Treasurer Dee Blackmon called the roll and recorded the following members present: Mayor McLendon,
Councilmembers Ed Sims, Bryan Reynolds, Joseph West, Jae’Ques Brown and Boris Thigpen. Mayor
McLendon led those attending in the Pledge of Allegiance to the American Flag. Councilmember Brown
delivered the invocation.
APPROVAL OF MINUTES:
Mayor McLendon advised each councilmember had received for review a copy of the proposed minutes
for the Regular Council Meeting held on June 26, 2023. He asked if there were any additions, deletions or
amendments to the minutes as presented.
Councilmember West moved to dispense with the reading of the minutes and approve the minutes for
June 26, 2023, as drafted . Councilmember Thigpen seconded the motion. Mayor McLendon announced
the motion carried with a unanimous vote of the Council.
PROCLAMATIONS and PRESENTATIONS :
NEW BUSINESS:
RESOLUTION 2023-23. A RESOLUTION TO MAKE APPLICATION FOR AN ALABAMA
DEPARTMENT OF PUBLIC HEALTH GRANT.
Mayor McLendon called on Chief Justin Lovvorn to explain Resolution 2023-23. He explained he applied for
a grant with the Alabama Department of Public Health in the amount of $2,400.00 with no local match for
security cameras at the police department. Mayor McLendon asked if anyone had questions or comments.
Hearing none, Councilmember Thigpen moved to adopt Resolution 2023-2 3 to make application for an
Alabama Department of Public Health Grant. Councilmember Sims seconded the motion. Mayor
McLendon announced the motion carried with a unanimous vote of the council
RESOLUTION 2023-24. A RESOLUTION TO MAKE APPLICATION FOR A COMMUNITY
DEVELOPMENT BLOCK GRANT.
Mayor McLendon called on Clerk Blackmon to explain Resolution 2023-24. She explained this resolution is
requesting Council’s authorization to make application for a CDBG Community Enhancement Grant for the
purpose of construction of a new senior citizen center. The estimated cost of the new center is $792,218.00.
The $400,000.00 grant would require a $392,218.00 local match. She also explained the center would be
located on the old Boss Building site which is a Brownfield site. The term "brownfield site" means real property,
the expansion, redevelopment, or reuse of which, may be complicated by the presence or potential presence
of a hazardous substance, pollutant, or contaminants. The redevelopment of a brownfield site should make
the city’s application rate higher. Mayor McLendon asked if anyone had questions or comments.
Hearing none, Councilmember Reynolds moved to adopt Resolution 2023-24 to make application for a
Community Development Block Grant. Councilmember West seconded the motion. Mayor McLendon
announced the motion carried with a unanimous vote of the council
APPROVAL OF EXPENDITURES:
Mayor McLendon explained the following expenditures and asked if anyone has questions or comments.
Hearing none, Councilmember Sims made a motion to approve the following expenditures:
BIG PINE BUILDERS $9,641.62 (WILL BE REIMBURSED BY INSURANCE)
COUNCIL ROOM REPAIRS ($3,400.00) & FIRE DEPARTMENT REPAIRS ($6,241.62) SEWER BACKUP
DEEP SOUTH APPAREL - $32,200.25 (BREAKDOWN BELOW - BUDGETED ITEM )
371 SOFTBALL JERSEYS - $8,818.00
544 BASEBALL JERSEYS AND HATS $17,061.25
216 SOCCER JERSEYS, SOCKS & SHORTS - $6,321.00
ALABAMA DIXIE YOUTH BASEBALL - $5,000.00 (BUDGETED ITEM)
HOSTING THE DIXIE YOUTH STATE BASEBALL TOURNAMENT
Councilmember Brown seconded the motion. Mayor McLendon announced the motion passed with
unanimous vote of the Council.

Mayor McLendon announced the next council meeting would be held Monday, July 24, 2023. With no
further business or announcements, Mayor McLendon adjourned the meeting at 5:35 p.m.
