CITY COUNCIL MEETING July 24, 2023 The Greenville City Council convened in the Council Chamber of City Hall on Monday, July 24, 2023, at 5:30 p.m. for a regular council meeting. Mayor Dexter McLendon called the meeting to order. City Clerk – Treasurer Dee Blackmon called the roll and recorded the following members present: Mayor McLendon, Councilmembers Ed Sims, Bryan Reynolds, Joseph West, Jae’Ques Brown and Boris Thigpen. Mayor McLendon led those attending in the Pledge of Allegiance to the American Flag. Councilmember Brown delivered the invocation. APPROVAL OF MINUTES: Mayor McLendon advised each councilmember had received for review a copy of the proposed minutes for the Regular Council Meeting held on July 10, 2023. He asked if there were any additions, deletions or amendments to the minutes as presented. Councilmember West moved to dispense with the reading of the minutes and approve the minutes for July 10, 2023, as drafted . Councilmember Thigpen seconded the motion. Mayor McLendon announced the motion carried with a unanimous vote of the Council. PROCLAMATIONS and PRESENTATIONS : NEW BUSINESS: ORDINANCE 2023-04. AN ORDINANCE DECLARING CERTAIN REAL PROPERTY OF THE CITY IS NO LONGER NEEDED FOR PUBLIC OR MUNICIPAL PURPOSES AND CONVEYANCE OF SAID PROPERTY. Councilmember Sims moved that all rules governing the Council which might, unless suspended, prevent the passage and adoption of Ordinance 2023-04 at this meeting, be suspended for the purpose of permitting the said ordinance be finally passed and adopted at this meeting. Councilmember Reynolds seconded the motion. Mayor McLendon called for a roll call vote to suspend the rules: Mayor McLendon Aye Councilmember Reynolds Aye Councilmember Sims Aye Councilmember West Aye Councilmember Thigpen Aye Mayor McLendon declared the motion to suspend the rules passed . Mayor McLendon introduced Ordinance 2023-04 regarding property located at 116 Oliver Street. The city no longer needs the property for public or municipal purposes. McKinley Properties, LLC has offered to purchase the property for five thousand dollars. ($5,000.00). Mayor McLendon called for the pleasure of the council. Councilmember West moved to place Ordinance 2023-04 into final passage. Councilmember Brown seconded the motion. Mayor McLendon called for a roll call vote, which was recorded as follows: Mayor McLendon Aye Councilmember Reynolds Aye Councilmember Sims Aye Councilmember West Aye Councilmember Thigpen Aye Mayor McLendon declared the motion passed . RESOLUTION 2023-25. A RESOLUTION AWARDING THE BID FOR COUNTRY CLUB POND CLEANOUT. Mayor McLendon explained this resolution is to award the bid for the country club pond cleanout. The city’s storm water has flowed into the retention pond at the Country Club for many years. The pond is full of silt and debris and needs cleaning out. This cleanout should only have to be done every 25-30 years. Estimates for this project were between $80,000.00 - $100,000.00. Sealed bids were opened on June 27, 2023 at 10:00 am in the Council room. The low bidder was Southern Land Management, which came in at $49,975.00. Mayor McLendon asked if anyone has questions or comments. Hearing none, Councilmember Brown moved to adopt Resolution 2023-25 to awarding the bid for country club pond cleanout to Southern Land Management. Councilmember Reynolds seconded the motion. Mayor McLendon announced the motion carried with a unanimous vote of the council RESOLUTION 2023-26. A RESOLUTION APPROVING QUARTERLY REPORTS FOR QUARTER ENDING JUNE 30, 2023. Councilmember Thigpen moved to adopt Resolution 2023-26 approving the quarterly reports for quarter ended June 30, 2023. Councilmember Brown seconded the motion. Mayor McLendon announced the motion carried with a unanimous vote of the council APPROVAL OF EXPENDITURES: Mayor McLendon explained the following expenditures and asked if anyone has questions or comments. Hearing none, Councilmember Sims made a motion to approve the following expenditures: MUNICIPAL WORKERS COMPENSATION FUND - $50,282.00 (BUDGETED ITEM) 2022-2023 FINAL BILLING JDM SERVICES - $11,986.39 (BUDGETED ITEM) REPAIRS & RESTORATION AT PIONEER CEMETERY ALABAMA LEAGUE OF MUNICIPALITIES - $4,042.95 (BUDGETED ITEM) CITY’S MEMBERSHIP Councilmember Thigpen seconded the motion. Mayor McLendon announced the motion passed with unanimous vote of the Council. WEED AND DEBRIS VIOLATIONS: BOARD APPOINTMENTS: OTHER BUSINESS: ANNOUNCEMENTS AND ADJOURNMENT: Mayor McLendon announced the next council meeting would be held Monday, August 14, 2023.
