CITY COUNCIL MEETING
March 25, 2024
The Greenville City Council convened in the Council Chamber of City Hall on Monday, March 25, 2024,
at 5:30 p.m. for a regular council meeting. Mayor Dexter McLendon called the meeting to order. The
mayor called on City Clerk – Treasurer Dee Blackmon to call the roll and recorded the following members
present: Councilmembers Bryan Reynolds, Ed Sims, and Joseph West. Councilmember Jae’Ques
Brown and Boris Thigpen was absent. Mayor McLendon led those attending in the Pledge of Allegiance
to the American Flag. Eddie Cook delivered the invocation.
APPROVAL OF MINUTES:
Mayor McLendon advised each councilmember had received for review a copy of the proposed minutes
for the Regular Council Meeting held on March 11, 2024. He asked if there were any additions, deletions
or amendments to the minutes as presented.
Councilmember West moved to dispense with the reading of the minutes and approve the minutes
for March 11, 2024, as drafted . Councilmember Sims seconded the motion. Mayor McLendon
announced the motion carried with a unanimous vote of the Council.
PROCLAMATIONS and PRESENTATIONS :
RECOGNITION OF PARKS & RECREATION 10U BASKETBALL TEAM FOR WINNING THE
STATE TOURNAMENT
Director Jerome Harris III took a moment to extend heartfelt gratitude to the City Council and the parents
for their unwavering support throughout the season. Their encouragement and commitment played an
instrumental role in the team's triumph, exemplifying the power of unity and community spirit.
In recognition of their remarkable achievement, Director Jerome Harris III took the floor to honor the
team for their remarkable achievement. Director Harris proudly presented each member of the team
with championship rings, symbols of their dedication, skill, and teamwork. These rings serve as enduring
reminders of their exceptional journey to success. He also presented a ring to Assistant City Clerk Nicki
Hunt. Not only did Nicki provide her time to the team, but her photography captured the essence of their
journey.
As the cheers echoed through the room, it was a reminder of the significance of teamwork,
perseverance, and community support. The Parks & Recreation 10U basketball team's victory not only
brought glory to our city, but also inspired a generation of young athletes to pursue their dreams with
passion and determination.
NEW BUSINESS:
RESOLUTION 2024-09. A RESOLUTION APPROVING A CONSULTING CONTRACT
WITH COBBS ALLEN & HALL, LLC.
Mayor McLendon asked City Clerk – Treasurer, Dee Blackmon to discuss the consulting
agreement with Cobbs, Allen & Hall, Inc. Mrs. Blackmon stated the city has been working with
this company for many years and they administer the city’s cafeteria plan. They offer many
services free of charge such as help with policy and procedure manuals, job descriptions and
most importantly compliance with new rules and regulations.
Councilmember Sims moved to adopt Resolution 2024-09 authorizing the Mayor to enter
into a consulting agreement with Cobbs, Allen & Hall, Inc. to administer the city cafeteria
plan. Councilmember Reynolds seconded the motion. Mayor McLendon announced the
motion carried with a unanimous vote of the Council.
RESOLUTION 2024-10. A RESOLUTION APPROVING ISSUANCE OF ABC LICENSE TO
FRIDAY 2024 INC d/b/a QV FOOD AND FUEL FOR RETAIL BEER OFF PREMISES
ONLY (#050) AND SALE OF RETAIL TABLE WINE – OFF PREMISE ONLY (#070).
Councilmember West moved to adopt Resolution 2024-10 approving issuance of a Retail Beer off Premises
only (#050) and Sale of Retail Table Wine – Off Premise Only (#070) ABC License for Friday 2024 INC d/b/a
QV Food and Fuel. Councilmember Sims seconded the motion. Mayor McLendon announced the motion carried
with a unanimous vote of the council.
APPROVAL OF EXPENDITURES:
Mayor McLendon explained the following expenditures, and asked if anyone had questions or
comments. Hearing none, Councilmember Reynolds made a motion to approve the following
expenditure s:
CIVICPLUS - $5,813.59 BUDGETED ITEM
WEBSITE ANNUAL FEE FOR HOSTING AND SUPPORT
GREENVILLE CHRYSLER, DODGE, JEEP, RAM - $47,000.00 (TO BE PAID FROM INSURANCE
REIMBURSEMENT FOR WRECKED VEHICLES)
2023 DODGE DURANGO FOR POLICE DEPARTMENT
Councilmember West seconded the motion. Mayor McLendon announced the motion passed
with unanimous vote of the Council.

Mayor McLendon announced the next council meeting is scheduled for Monday, April 8, 2024. With no
further business or announcements, Mayor McLendon adjourned the meeting at 5:45 p.m.
