CITY COUNCIL MEETING
April 8, 2024
The Greenville City Council convened in the Council Chamber of City Hall on Monday, April 8, 2024, at
5:30 p.m. for a regular council meeting. Mayor Dexter McLendon called the meeting to order. In the
absence of City Clerk – Treasurer Dee Blackmon the mayor called on Assistant City Clerk Nicki Hunt to
call the roll and recorded the following members present: Mayor McLendon, Councilmembers Bryan
Reynolds, Ed Sims, Joseph West, Jae’Ques Brown, and Boris Thigpen. Mayor McLendon led those
attending in the Pledge of Allegiance to the American Flag. Councilmember Jae’Ques Brown delivered
the invocation.
APPROVAL OF MINUTES:
Mayor McLendon advised each councilmember had received for review a copy of the proposed minutes
for the Regular Council Meeting held on March 25, 2024. He asked if there were any additions, deletions
or amendments to the minutes as presented.
Councilmember West moved to dispense with the reading of the minutes and approve the minutes
for March 25, 2024, as drafted . Councilmember Reynolds seconded the motion. Mayor McLendon
announced the motion carried with a unanimous vote of the Council.
PROCLAMATIONS and PRESENTATIONS :
NEW BUSINESS:
RESOLUTION 2024-11. AUTHORIZING THE CITY TO ENTER INTO AN AGREEMENT
WITH CAVANAUGH MACDONALD CONSULTING, LLC TO PERFORM AN INTERIM
ACTUARIAL STUDY OF THE CITY’S “OTHER POST EMPLOYMENT BENEFITS ” [OPEB]
TO COMPLY WITH GOVERNMENTAL ACCOUNTING STANDARDS BOARD STATEMENT
# 75.
Mayor McLendon asked Assistant City Clerk, Nicki Hunt to discuss the agreement with
Cavanaugh Macdonald Consulting, LLC. Mrs. Hunt stated the city has been working with this
company for many years and they include our city in a “Joint Actuarial Study Program for all of
our retiree’s insurance program and comply with the city’s auditor, Branum & Company who
recommends an interim GASB 75 report. Mayor McLendon asked if anyone had questions or
comments.
Hearing none, Councilmember West moved to adopt Resolution 2024-11 authorizing the City
to enter into an agreement with Cavanaugh Macdonald Consulting, LLC to perform an interim
actuarial study of the City’s “Other Post Employment Benefits ” {OPEB} to comply with
governmental accounting standards board statement #75. Councilmember Sims seconded
the motion. Mayor McLendon announced the motion carried with a unanimous vote of the
Council.
APPROVAL OF EXPENDITURES:
Mayor McLendon asked Assistant City Clerk, Nicki Hunt to explain the expenditure. She stated
this is an invoice for our mass notification system. The City was awarded a grant in 2023 which
paid for year one. This expense is for year two. There are approximately 300 people signed up
for notifications. Mayor McLendon asked if anyone had questions or comments. Hearing none,
Councilmember Reynolds made a motion to approve the following expenditure s:
CIVICPLUS - $8,631.81 (BUDGETED ITEM)
ANNUAL SUBSCRIPTION FOR MASS NOTIFICATION SYSTEM AND NOAA WEATHER
Councilmember Brown seconded the motion. Mayor McLendon announced the motion passed
with unanimous vote of the Council.

Mayor McLendon announced the next council meeting is scheduled for Monday, April 22, 2024. With no
further business or announcements, Mayor McLendon adjourned the meeting at 5:35 p.m.
