CITY COUNCIL MEETING November 25 , 2024 The Greenville City Council convened in the Council Chamber of City Hall on Monday, November 25, 2024, at 5:30 p.m. for a regular council meeting. Mayor Dexter McLendon called the meeting to order. City Clerk – Treasurer Dee Blackmon called the roll and recorded the following members present: Mayor McLendon, Councilmembers Bryan Reynolds, Ed Sims, Joseph West, Jae’Ques Brown, and Boris Thigpen. Mayor McLendon led those attending in the Pledge of Allegiance to the American Flag. Councilmember Jae’Ques Brown delivered the invocation. APPROVAL OF MINUTES: Mayor McLendon advised each councilmember had received for review a copy of the proposed minutes for the Regular Council Meeting held on, November 18, 2024. He asked if there were any additions, deletions or amendments to the minutes as presented. Councilmember West moved to dispense with the reading of the minutes and approve the minutes for August 26, 2024, as drafted . Councilmember Thigpen seconded the motion. Mayor McLendon announced the motion carried with a unanimous vote of the Council. PROCLAMATIONS and PRESENTATIONS : Mayor McLendon acknowledged Parks and Recreation Director Jerome Harris III, who shared the exciting news that the Edge movie theater will reopen this Friday, November 29th. The theater will feature four screens showcasing first-run movies. Mr. Harris encouraged the community to support the theater to help ensure its success. NEW BUSINESS: RESOLUTION 2024-76. A RESOLUTION AUTHORIZING THE CITY TO ENTER INTO A LEASE AGREEMENT FOR COIN AND BILL OPERATED AMUSEMENT EQUIPMENT. Mayor McLendon stated this resolution will provide leased amusement (video games) from Top Music Company to the movie theater. Mayor McLendon then opened the floor for any questions or comments from the council. Hearing none, Councilmember Thigpen moved to adopt Resolution 2024-76 authorizing the City to enter into a lease agreement with Top Music Company ; and to authorize the Mayor or City Clerk to sign all documents related to the lease agreement . Councilmember Sims seconded the motion. Mayor McLendon announced the motion carried with a unanimous vote of the Council. APPROVAL OF EXPENDITURES: Mayor McLendon explained the following expenditures, and asked if anyone had questions or comments. Hearing none, Councilmember West made a motion to approve the following expenditures: COASTAL WOODLAND, LLC - $54,565.25 (REIMBURSED WITH GRANT FUNDS) BEELAND PARK CAMELLIA GARDEN EMERGENCY EQUIPMENT PROFESSIONALS - $5,974.58 BUDGETED ITEM (TO BE REIMBURSED BY PIONEER GRANT) FIRE HELMETS AND BOOTS Councilmember Brown seconded the motion. Mayor McLendon announced the motion passed with unanimous vote of the Council. WEED AND DEBRIS VIOLATIONS: BOARD APPOINTMENTS: Councilmember Brown moved to re-appoint Howard Meadows to the Greenville Housing Authority Board. Councilmember Sims seconded the motion. Mayor McLendon announced the motion carried with a unanimous vote of the Council. OTHER BUSINESS: ANNOUNCEMENTS AND ADJOURNMENT: Mayor McLendon asked City Clerk Blackmon to give an update on April Lawrence. Clerk Blackmon stated that as you all aware April had brain surgery last week. She came home from the hospital today and is in good spirits. The pathology report should be back next week, which will determine the next step in her recovery. A big thank you from April, her family and work family, for all the prayers. Mayor McLendon announced the next council meeting is scheduled for Monday, December 9, 2024.
