CITY COUNCIL MEETING December 9 , 2024 The Greenville City Council convened in the Council Chamber of City Hall on Monday, December 9, 2024, at 5:30 p.m. for a regular council meeting. Mayor Dexter McLendon called the meeting to order. In the absence of City Clerk – Treasurer Dee Blackmon the mayor called on Assistant City Clerk Nicki Hunt to call the roll and recorded the following members present: Mayor McLendon, Councilmembers Bryan Reynolds, Ed Sims, Joseph West, Jae’Ques Brown, and Boris Thigpen. Mayor McLendon led those attending in the Pledge of Allegiance to the American Flag. Councilmember Jae’Ques Brown delivered the invocation. APPROVAL OF MINUTES: Mayor McLendon advised each councilmember had received for review, a copy of the proposed minutes for the Regular Council Meeting held on, November 25, 2024. He asked if there were any additions, deletions, or amendments to the minutes as presented. Councilmember West moved to dispense with the reading of the minutes and approve the minutes for November 25, 2024, as drafted . Councilmember Thigpen seconded the motion. Mayor McLendon announced the motion carried with a unanimous vote of the Council. PROCLAMATIONS and PRESENTATIONS : NEW BUSINESS: RESOLUTION 2024-77. A RESOLUTION CERTIFYING CONSISTENCY OF THE GREENVILLE HOUSING AUTHORITY ’S FIVE-YEAR AND ANNUAL PUBLIC HOUSING AUTHORITY PLAN WITH THE CITY ’S CONSOLIDATED PLAN. Mayor McLendon asked Assistant City Clerk Nicki Hunt to explain Resolution 2024-77. Mrs. Hunt explained that the resolution pertains to the Housing Authority of the City of Greenville submission of its PHA (Public Housing Agency) five-year and annual plan for review and approval. The plan outlines the Authority’s overall mission, goals, and objectives for addressing the needs of low- income and very low-income families in the area. Mayor McLendon then opened the floor for any questions or comments from the council. Hearing none, Councilmember Thigpen moved to adopt Resolution 2024-7 7 certifying consistency of the Greenville Housing Authority ’s five-year and annual public housing authority plan with the City’s consolidated plan. Councilmember Brown seconded the motion. Mayor McLendon announced the motion carried with a unanimous vote of the Council. RESOLUTION 2024-78. A RESOLUTION AUTHORIZING CITY ’S PURCHASE OF PROPERTY LOCATED ON LOT 7, BLOCK 72 EAST COMMERCE STREET FOR DOWNTOWN PARKING; THE COST TO BE SPLIT BETWEEN THE CITY AND COUNTY. Mayor McLendon introduced Resolution 2024-78, which involves the City of Greenville and the Butler County Commission wishing to purchase property from Debbie Martin, William Earl Martin III, and Summer Autrey for the amount of $9,000.00. The payment will be split between the city and the county, contingent upon confirmation of clear legal land, title, and deed. The purpose of the purchase is to provide additional parking for the downtown area. Mayor McLendon then asked if anyone has any questions or comments regarding the resolution. Hearing none, Councilmember Reynolds moved to adopt Resolution 2024-78 authorizing the City to split purchase of property at the corner of North Chestnut and East Commerce Street for downtown parking . Councilmember Sims seconded the motion. Mayor McLendon announced the motion carried with a unanimous vote of the Council. APPROVAL OF EXPENDITURES: Mayor McLendon explained the following expenditures, and asked if anyone had questions or comments. Hearing none, Councilmember Brown made a motion to approve the following expenditures: SOUTHLAND TRANSPORTATION GROUP - $4,700.05 BRAKE MOTOR FOR #19 BUCKET TRUCK MCCOY FIRE & SAFETY - $4,770.00 MOVIE THEATER ALARM SYSTEM REPAIRS AND NEW EVAC PANEL LEE ELECTIC INC - $3,822.24 MOVIE THEATER HVAC LABOR AND MATERIAL TO 4 UNITS ON ROOFTOP Councilmember Sims seconded the motion. Mayor McLendon announced the motion passed with unanimous vote of the Council. WEED AND DEBRIS VIOLATIONS: BOARD APPOINTMENTS: OTHER BUSINESS: ANNOUNCEMENTS AND ADJOURNMENT: Mayor McLendon reminded everyone about the upcoming Christmas Parade, and announced that April Lawrence will be the Grand Marshal for this year’s event. He also informed the council that he will be coming back from Texas next Monday night, so he will not be attending the council meeting. Mayor McLendon announced the next council meeting is scheduled for Monday, December 16, 2024.
