CITY COUNCIL MEETING
August 1 8, 2025
The Greenville City Council convened in the Council Chamber of City Hall on Monday, August 11, 2025,
at 5:30 p.m. for a regular council meeting. Mayor Dexter McLendon called the meeting to order. City Clerk
– Treasurer Dee Blackmon called the roll and recorded the following members present: Mayor McLendon,
Councilmembers Bryan Reynolds, Ed Sims, Joseph West, Jae’Ques Brown, and Boris Thigpen. Mayor
McLendon led those attending in the Pledge of Allegiance to the American Flag. Councilmember
Jae’Ques Brown delivered the invocation.
APPROVAL OF MINUTES:
Mayor McLendon advised each councilmember had received for review a copy of the proposed minutes
for the Regular Council Meeting held on August 11, 2025. He asked if there were any additions, deletions
or amendments to the minutes as presented.
Councilmember West moved to dispense with the reading of the minutes and approve the minutes
for August 11, 2025, as drafted . Councilmember Brown seconded the motion. Mayor McLendon
announced the motion carried with a unanimous vote of the Council.
RESOLUTION 2025-30. TO AUTHORIZE THE FILING OF AN APPLICATION TO THE DELTA
REGIONAL AUTHOR ITY, COMMUNITY INFRASTRUCTURE FUND; TO COMMIT A LOCAL MATCH
FOR THE PROJECT; AND TO AUTHORIZE THE MAYOR OF GREENVILLE TO SIGN ALL
DOCUMENTS RELATED TO THE FILING OF FY 2025 CIF APPLICATION.
Mayor McLendon stated the Delta Regional Authority Community Infrastructure Fund has a grant
opportunity, which would provide funds in the amount of $2,000,000 to the Regional Medical Center of
Central Alabama, for critical mechanical and equipment improvements to the hospital.
Mayor McLendon then for the pleasure of the Council and asked if any members had questions or
comments.
Hearing none, Councilmember Sims moved to approve Resolution 2025-30 authorizing the mayor to
submit an application to the Delta Regional Authority to benefit the Regional Medical Center of Central
Alabama. Councilmember Reynolds seconded the motion. Mayor McLendon announced the motion
carried with a unanimous vote of the Council.
RESOLUTION 2025-31. TO ACCEPT A PROPOSAL FOR THE PROVISION OF PROFESSIONAL
ENGINEERING SERVICES FOR THE CITY OF GREENVILLE, “HOSPITAL MECHANICAL AND
EQUIPMENT IMPROVEMENTS, ” AND TO AUTHORIZE THE MAYOR TO SIGN ALL DOCUMENTS
RELATED TO THE EXECUTION OF THE CONTRACT IN CONNECTION WITH THE FY 2025 DELTA
REGIONAL AUTHORITY (DRA) COMMUNITY INFRASTRUCTURE FUND (CIF) APPLICATION.
Councilmember Thigpen moved to adopt Resolution 2025-31 authorizing Mayor McLendon, on behalf
of the City, to enter into an engineering contract with Goodwyn, Mills and Cawood, Inc. for the
Community Infrastructure Fund grant, through the Delta Regional Authority, for application and post
application services contingent upon award of grant. Councilmember Brown seconded the motion.
Mayor McLendon announced the motion carried with a unanimous vote of the Council.
Mayor McLendon adjourned the meeting at 5:42 p.m.
