MINUTES OF THE TOWN OF GREENVILLE HOME RULE CHARTER REVIEW COMMISSION AT THE TOWN COUNCIL CHAMBERS Tuesday, April 8, 2025 at 6:30 pm 1. Call to Order: Commission Chair, Tracy Beil 2. Pledge of Allegiance: Benjamin Beck 3. Roll Call: Benjamin Beck Tracy Beil Patrick Eaton Mary Reames Joel Rinella Also Present: Jean Carr-Fisher, Chad Bromley, Hal Johnson, Linda Oman, Barry Oman, Anne Butcher, Greg Butcher, Lisa Hamill, Paul Hamill, Jen Cornell, and Brian Shipley. Staff: Jasson Urey, Town Manager Rosalynn Reagle, Assistant Town Manager Amy Hollowell, Administrative Assistant Matt Breedlove, Director of Community Development, Code/Zoning Officer Media: Caleb Stright, Record-Argus 4. Public Comments: 3 minute time limit, Agenda Items • No comments. 5. Approval of Minutes: A motion to approve the April 1, 2025 meeting minutes was made by Patrick Eaton and seconded by Joel Rinella. Motion carried 5-0. 6. Old Business: A. DISCUSS changes to the Home Rule Charter. • Tracy Beil presented a letter to commissioners regarding our continued work. There was discussion around the remaining questions that Joel Rinella sent to the solicitor. There was discussion around special millage tax. A MOTION was made to receive an answer from the solicitor about the enacting clause by Mary Reames and seconded by Joel Rinella. Motion passed 4-1 (no vote was Benjamin Beck). • Mary suggested that we address some of the housekeeping items at the next meeting. • Joel Rinella brought to discussion how the amendment process will work. There was discussion around articles 9.1 and 9.2. 7. Public Comments: • Jen Cornell – Is wondering why commission members don’t attend council meetings. • Jasson Urey – Read Section 2.2 from the Home Rule Charter to the commission members. He also mentioned that the court of law would act as “the police” to ensure the charter is being followed. 8. Commission Comments: • A MOTION was made to no meet on April 29th by Mary Reames and seconded by Tracy Beil. Motion carried 3-2. (no votes were Joel Rinella and Patrick Eaton, yes votes were Tracy Beil, Mary Reames, and Benjamin Beck). 9. Adjournment: Having no other business, a motion was made to adjourn by Benjamin Beck and seconded by Mary Reames. The meeting adjourned at 7:24 pm. Respectfully submitted, Benjamin Beck Secretary
