MINUTES OF THE TOWN OF GREENVILLE HOME RULE CHARTER
REVIEW COMMISSION
AT THE TOWN COUNCIL CHAMBERS
Tuesday, April 22, 2025 at 6:30 pm
1. Call to Order: Commission Chair, Tracy Beil
2. Pledge of Allegiance: Joel Rinella
3. Roll Call: Benjamin Beck

Also Present: Jean Carr-Fisher, Hal Johnson, Jen Cornell, Linda Oman, Lisa Hamill, and Brian
Shipley.

Rosalynn Reagle, Assistant Town Manager
Amy Hollowell, Administrative Assistant
Matt Breedlove, Director of Community Development, Code/Zoning Officer

4. Public Comments: 3 minute time limit, Agenda Items
• No comments.
5. Approval of Minutes: A motion to approve the April 15, 2025 meeting minutes was made by
Joel Rinella and seconded by Mary Reames. Motion carried 5-0.
6. Old Business:
A. Set Meeting Schedule for May.
• Jasson Urey shared the response from the lawyer.
• Commissioners will ask the administrative staff to announce a meeting a week in advance
to any future meeting. Commissioner will attend the May work session and regular session.
B. REVIEW redline document.
• There was discussion of a few corrections to the redline document.
• A MOTION to submit the redline Home Rule Charter to Council was made by Mary
Reames and seconded by Patrick Eaton. Motion carried. 5-0.
C. DISCUSS changes to the Home Rule Charter.
7. Public Comments:
• Jasson Urey clarified which items cannot be added to or taken away from a home rule charter.
• Brian Shipley shared his thoughts on the amendment processes.
8. Commission Comments:
• Mary shared that it has been an interesting process.
• Tracy shared that she has found this to be a valuable lesson and has brought to light a lot of
things. She is thankful for the open discussion that this process has brought.
9. Adjournment:
Having no other business, a motion was made to adjourn by Benjamin Beck and seconded by
Tracy Beil. The meeting adjourned at 7:18 pm.
