MINUTES OF THE TOWN OF GREENVILLE HOME RULE CHARTER REVIEW COMMISSION AT THE TOWN COUNCIL CHAMBERS Tuesday, April 15, 2025 at 6:30 pm 1. Call to Order: Commission Chair, Tracy Beil 2. Pledge of Allegiance: Patrick Eaton 3. Roll Call: Benjamin Beck Tracy Beil Patrick Eaton Mary Reames Joel Rinella Also Present: Jean Carr-Fisher, Hal Johnson, Barry Oman, Lisa Hamill, and Brian Shipley. Staff: Rosalynn Reagle, Assistant Town Manager Amy Hollowell, Administrative Assistant Matt Breedlove, Director of Community Development, Code/Zoning Officer Media: Caleb Stright, Record-Argus 4. Public Comments: 3 minute time limit, Agenda Items • No comments. 5. Approval of Minutes: A motion to approve the April 8, 2025 meeting minutes was made by Patrick Eaton and seconded by Joel Rinella. Motion carried 5-0. 6. Old Business: A. DISCUSS changes to the Home Rule Charter. • Tracy Beil brought to discussion special taxes that are brought by referendum according to Borough Code. • Mary Reames brought to discussion Article 9.1 General Charter Amendment. She spoke with Paul Miller that the intention was both items would need to be fulfilled. Joel mentioned that the State Home Rule Charter Law would supersede where it would be either, or. • There was discussion around minutes from work sessions. • Mary Reames read the enacting clause that is currently being used. There was discussion around Article 3.14 (a). • There was discussion around housekeeping items. It was decided to add a statement clarifying that 10 days or less is business days, if it is more than 10 days it should be calendar. A MOTION was made to add the statement above by Joel Rinella and seconded by Mary Reames. Motion carried. 5-0. • A MOTION was made to change any instance of he/she to individual by Mary Reames and seconded by Joel Rinella. Motion carried. 5-0. • A MOTION was made to add Municipal to section 3.4 was made by Joel Rinella and seconded by Patrick Eaton. Motion carried. 5-0. • A MOTION was made to change General to Municipal in section 3.6(c)(4) by Joel Rinella and seconded by Mary Reames. Motion carried. 5-0. • A MOTION was made to add “or” between general and municipal in section 3.6(c)(5)by Joel Rinella and seconded by Mary Reames. Motion carried. 5-0. • A MOTION was made to change public hearing to public meeting in housekeeping instances by Mary Reames and seconded by Joel Rinella. Motion carried. 5-0. • There was discussion around a redline document. 7. Public Comments: • No comments. 8. Commission Comments: • No commission comments. 9.
