Public Comments – (3-minute time limit) Residents: Ms. Sheila Junk, 15 South Wood Street, inquired about the postage cost of Storm Water Utility and Fire Service Fee billing. Applications will be accepted until May 15, 2025. Non-Residents: None Council Consideration 5. Approval of Minutes Motion by Councilor Bromley, seconded by Councilor Carr-Fisher, to approve the minutes from March 5, 2025, Work Session, and the March 10, 2025, Regular Meeting. Motion carried 7-0. 6. Motion carried 7-0. 7. Approval of Department and Staff Reports A. Financial – March 2025 B. Code – March 2025 C. Fire – March 2025 D. Police – March 2025 Motion by Councilor Shipley, seconded by Councilor Butcher, to accept the March Department and Staff Reports as presented. Motion carried 7-0. Motion by Councilor Shipley, seconded by Councilor Hereford, to accept the recommendation from the Code Committee to advertise ordinance 1657, amending Chapter 169, “Amusements” changing the hours of operation and adding the definition for Skill Gaming Terminal. Motion carried 7-0. B. Motion by Councilor Butcher, seconded by Councilor Carr-Fisher, to accept the recommendation from the Code Committee to adopt Ordinance 1656, deleting and repealing Chapter 201 “Certificates of Compliance” eliminating the requirement to have a sewer lateral inspection. Motion carried 7-0. C. Motion by Councilor Hereford, seconded by Councilor Shipley, to adopt Ordinance 1658, deleting and repealing Chapter 16, “Blighted Property Review Committee” of the Code of Ordinances (which repeals Ordinance 1641, 1645, 1654, and 1655), eliminating the Blighted Property Review Committee. Motion carried 7-0. D. Motion by Councilor Bromley, seconded by Councilor Butcher, to accept the recommendation from the Airport Commission to retain Rhea Engineering & Consultants to provide engineering and consulting services for the Greenville Municipal Airport starting May 1, 2025, for a five- year term. Motion carried 7-0. E. Motion by Councilor Butcher, seconded by Councilor Zuschlag, to accept the recommendation from the Airport Commission to award the low bid of $81,812.50 to Axtell’s Pavement Solutions, LLC for the contract for the resealing of Runway 15-33 (Crack Seal and Remarking) pending concurrence from PennDOT BOA. Funded 100% by state and federal funds. Motion carried 7-0. F. Motion by Councilor Bromley, seconded by Councilor Hereford, to accept the recommendation from the Street Committee to advertise for bids for the 2025 Paving Project. Motion carried 7-0 9. New Business A. Motion by Councilor Butcher, seconded by Councilor Shipley, to accept the recommendation from the Strategic Management Committee to advertise Ordinance 1660, adding rules and regulations for granting requests for a temporary exemption for possession and consumption of alcohol in public areas. Motion carried 7-0. B. Motion by Councilor Hereford, seconded by Councilor Shipley, to accept the recommendation from the Budget and Finance Committee to adopt Resolution 2025-08, appointing voting delegates to the Mercer County Tax Collection Committee. Motion carried 7-0. C. Motion by Councilor Shipley, seconded by Councilor Hereford, to accept the recommendation from the Code Committee to advertise Ordinance 1659, Renewable Energy Generation. Motion carried 7-0. D. Motion by Councilor Shipley, seconded by Councilor Carr-Fisher, to accept the recommendation from the Budget and Finance Committee to approve the one-year extension for leasing the airport land for agricultural use. Motion by Councilor Butcher, seconded by Councilor Shipley, to accept the recommendation from the Budget and Finance Committee to advertise the bid specifications for leasing the airport land for agricultural use. Motion carried 7-0. F. Motion by Councilor Bromley, seconded by Councilor Carr-Fisher, to award the high bid for the 2000 MHE pumper truck to West Salem Fire Department in the amount of $45,000.00. Motion carried 7-0. G. Motion by Councilor Butcher, seconded by Councilor Carr-Fisher, to advertise the open seat on the Greenville Redevelopment Authority with a term expiring December 31, 2027, due to the resignation of Edward Taczanowsky. Motion carried 7-0. H. Motion by Councilor Butcher, seconded by Councilor Carr-Fisher, to advertise the open seat on the Greenville Civil Service Commission with a term expiring December 31, 2029, due to the resignation of Edward Taczanowsky. Motion carried 7-0. I. Motion by Councilor Shipley, seconded by Councilor Zuschlag, to authorize the mayor to sign the notice to proceed for CDBG housing rehab on 17 Lancaster Avenue for $120,000.00 ($76,558.00 Greenville CDBG funds, $29,100.00 Lead funds, and $14,350.00 HHI funds). Motion carried 7-0. J. Motion by Councilor Hereford, seconded by Councilor Butcher, to accept the recommendation from the Personnel Committee and the Greenville Volunteer Fire Company and Relief Association to appoint Ronald Causey III to the Greenville Volunteer Fire Company. Motion carried 7-0. K. Motion by Councilor Hereford, seconded by Councilor Butcher, to accept the recommendation from the Personnel Committee to hire Patrick Lee as Part-Time Laborer in the Public Works Department. Motion carried 7-0. L. Motion by Councilor Shipley, seconded by Councilor Carr-Fisher, to accept the recommendation from the Code Committee to advertise Ordinance 1661, amending repair requirements for street cuts. Motion carried 7-0. M. Motion by Councilor Shipley, seconded by Councilor Carr-Fisher, to accept the recommendation from the Budget and Finance Committee to adopt the investment and administration of the proceeds of the sale of the sanitary assets and potential sale of water assets. Motion carried 7-0. N. Motion by Councilor Butcher, seconded by Councilor Zuschlag, to accept the recommendation from the Strategic Management Committee to adopt the list of economic development strategies. Councilor Shipley thought the idea was to present the strategies to the council and then have public meetings before adopting. Councilor Butcher asked to amend her motion to table adopting the list of economic development strategies until more input is gathered, seconded by Councilor Shipley. Motion tabled 7-0. 10. Council Comments Councilor Hereford thanked everyone who showed up and wished everyone a nice Easter. Councilor Bromley echoed Councilor Hereford.
