Minutes of the Meeting held September 13, 2018 at 7:00PM

1. Call to Order Paul Miller, Commission Chairman

4. Public Comments:
None
5. Minutes:
Casey made a motion to approve the minutes and Steve Thompson offered a second. Motion
passed 6-0.
6. Old Business:
Paul Miller reported that a decision on the grant proposal to the DCED could be made as early
as the end of September or the beginning of October.
Jasson reported that he has tentatively set up Neighborhood Meetings at First Presbyterian
Church, the Senior Center and St. Michael’s Church. He will confirm those venues as the
HRSC had no objections
7. New Business:
Dr. Hirt presented on “Borough of Greenville Act 47 Financially Distressed Municipalities Act
and Act 199 – Omnibus Amendment”. Her presentation was divided into the following three
parts:
1) “Overview of Financially Distressed Municipalities Act” and “Omnibus Amendments to
the Municipalities Financial Recovery Act”.
2) “Borough of Greenville Act 47 Financially Distressed Municipality”
3) “PA Act 47/PA Act 199 Recovery Plan, PA Act 1133 Workforce Limitations and Early
Intervention Program”
Members of the HRSC will receive a digital copy of Dr. Hirt’s presentation via email.
8. Public Comments:
None
12. Good of the Order:
The commission members expressed thanks to Dr. Hirt for her presentation and to Jasson for
his assistance. Some members expressed that the presentation was helpful in understanding
the complexities involved in how the Borough of Greenville became a financially distressed
community. Commission members also expressed a commitment to the task set before them.
Steve Thompson thanked Paul Miller for the work he did to prepare a report on the HRSC’s
expected financial needs at the hearing held by the DCED held on September 12.
13. Adjournment
Paul Hamill made a motion to adjourn the meeting and Casey offered a second. Motion passed
6-0 at 8:28 PM.
