Public Comments Resident – Mr. Kerekes asked what could be done because he had been pulled over in a traffic stop and harassed by an out-of-town officer due to his driver’s license address not matching his insurance card. One of the documents has the pre-911 address and the other has the post-911 address. He does not feel he should have to pay to have his driver’s license changed and his insurance company will not change the address they have on file. Approval of Minutes Motion by Councilor Hamill seconded by Councilor Mincer that the August 13, 2018 regular session and the September 5, 2018 public hearing minutes be approved as written. Motion carried 7-0. 6. Approval of Budget Report Motion by Councilor Zuschlag, seconded by Councilor Bailey to approve the monthly budget report. Motion carried 7-0. 7. Bills for Approval Payroll $122,141.57 Administration $48,083.16 Police $20,034.21 Fire $11,487.06 Code $61,529.77 Public Works $14,473.85 Airport $4,161.51 Parks $4,114.06 Storm Water $4,763.73 Sewer $52,924.82 Total $343,713.74 Motion by Councilor Hamill, seconded by Councilor Mincer to approve the bills as presented. Motion carried 7-0. 8. Approval of Department and Staff Reports A. Financials – August 2018 B. Code – August 2018 C. Fire – August 2018 Motion by Councilor Mincer, seconded by Councilor Hall to accept the monthly reports as presented. Motion carried 7-0. 9. Mayor Report No report was given in Mayor Hereford’s absence. 10. Council Committee Reports Council President Beck announced that the Community Vision Task Force has been working & moving along quite well. There were five subcommittee’s created and they all have been meeting and the group as a whole has been meeting. 2 Borough of Greenville Council Minutes 09-10-18 11. Unfinished Business A. Motion by Councilor Hall, seconded by Councilor Hamill for the first and final reading of Ordinance 1581, amending the burning ordinance. Motion carried 7-0. Mr. Urey read the ordinance. B. Motion by Councilor Hamill, seconded by Councilor Hall to adopt Ordinance 1581, amending the burning ordinance. Motion carried 7-0. 12. New Business A. Motion by Councilor Hamill, seconded by Councilor Hall to accept the Tax Collector’s Report of Fifteen (15) additions to the Per Capita roll and Twenty-Two (22) exonerations in the amount of $110.00 from the Greenville Tax Office. Motion carried 7-0. B. Motion by Councilor Hall, seconded by Councilor Bailey to create the Strategic Management Committee and assign the membership. Motion carried 7-0. Council President Beck allowed Councilor Hamill to choose the other two members, being Councilor Zukas-Oguz and Councilor Mincer. C. Motion by Councilor Bailey, seconded by Councilor Hamill authorize the Heritage Days Committee to host a fundraiser event “Heritage Haunting” in Riverside Park during the evening hours of Friday, October 19th and Saturday, October 20th. Motion carried 7-0. D. Motion by Councilor Mincer, seconded by Councilor Hamill to accept the 2019 Minimum Municipal Obligations (MMO’s) for the pension plans. Motion carried 7-0. E. Motion by Councilor Hamill, seconded by Councilor Bailey to adopt Resolution 2018-16, authorizing the Council President to sign the PENN DOT traffic signal application. Motion carried 7-0. F. Motion by Councilor Hamill, seconded by Councilor Mincer to adopt Resolution 2018-17, recognition and appreciation of Holly Patterson. Motion carried 7-0. G. Motion by Councilor Bailey, seconded by Councilor Hall to adopt Resolution 2018-18, recognition and appreciation of Candy Hanek of Lebanon Avenue as yard of the month. Motion carried 7-0. H. Motion by Councilor Hamill, seconded by Councilor Mincer to concur with the Civil Service Commission of the appointment of Megan Turnbull as solicitor. Motion carried 7-0. I. Motion by Councilor Hall, seconded by Councilor Hamill to request the Civil Service Commission to update the eligibility list for promotion to Sergeant in the Greenville Police Department. Motion carried 7-0. J. Motion by Councilor Hamill, seconded by Councilor Bailey to request the Civil Service Commission to update the eligibility list for Part-Time Police Officers. Motion carried 7- 0. 3 Borough of Greenville Council Minutes 09-10-18 K. Motion by Councilor Hamill, seconded by Councilor Mincer to request the Civil Service Commission to update the eligibility list for Part-Time Fire Fighters. Motion carried 7-0. L. Motion by Councilor Hamill, seconded by Councilor Bailey, to authorize the Borough Manager to submit a grant request for replacement and purchase of equipment used for airport maintenance. Motion carried 7-0. 13. Council Comments Councilor Hall spoke regarding his optimism for Councilor Hamill’s new committee. Councilor Zukas-Oguz announced she is looking forward to working with Councilor Hamill on this new committee. Councilor Hamill announced he looks forward to working with Councilor Zukas-Oguz and Councilor Mincer on the new committee and also announced that he would be receiving his PSAB Certified Borough’s Official award/certification during the Mercer County Borough’s Association Dinner this month and encouraged all to attend for the ceremony. Councilor Mincer announced he is looking forward to working on the new committee and also asked all to remember that tomorrow marks the 17th anniversary of 9/11 and to remember where and what you were doing at that time. 15. Borough Manager Comments Mr. Urey announced that the Greenville High School Homecoming festivities has been moved back a week. The parade has been moved from October 4th to October 11th. 16. Council President Comments Council President Beck reminded all that the DCED Public Hearing for the Grant will be tomorrow in the Council Chambers and the next Home Rule meeting is scheduled for Thursday at the Senior Center. 14.
