Home Rule Study Commission Borough of Greenville Minutes of the Meeting held October 25, 2018 at 7:00PM Greenville Senior Center 1. Call to Order Paul Miller, Commission Chairman 2. Pledge of Allegiance: Flag Salute led by Martha Johnson 3. Roll Call: Paul Hamill Hal Johnson Martha Johnson Paul Miller Casey Shilling - Absent Steve Thompson Steve Williams Also present: Jasson Urey, Mary Jane Hirt, Dave Hetrick, Tracy Beil, Bill Leonard, Lyle Huffman, Rosalynn Reagle, Ed Fausnaught, Linda Zuschlag, Evan Hereford Media: Caleb Stright, Record-Argus 4. Public Comments: None 5. Minutes: Paul Hamill made a motion to approve the minutes and Hal offered a second. Motion passed 6- 0. 6. Old Business: Discussion took place regarding the fact that 16% of the delinquent real estate taxes were 10 or more years delinquent. 7. New Business: Bill Leonard from Berkheimer answered questions regarding EIT laws and collection practices. Dr. Hirt presented information regarding the creation of a Redevelopment Authority. She included a handout for the commission to review. The Commission shared their “homework” that posed two questions: What are three things you have learned to date? What are two things you feel strongly about including in a charter? Dr, Hirt said she may be able to assist in getting us a transcript of the upcoming Neighborhood Meetings. Paul Miller said he plans to record the meetings and provide a written transcript. 8. Public Comments: Tracy Beil expressed concern regarding the possibility of raising EIT. Linda Zuschlag thanked the commission members for their efforts. 12. Good of the Order: The commission highlighted some of their thoughts to date. Paul Miller pointed out that the commission was misrepresented in a recent op-ed piece regarding unlimited taxation, which had never been suggested as an option. 13. Adjournment The commission will meet next at 1:00 PM & 7:00 PM on November 7, 2018 at First Presbyterian Church. Paul Hamill made a motion to adjourn the meeting and Hal Johnson offered a second.
