Roll Call: Vacant – Council President Paul Hamill, Council Vice President Linda Zuschlag, Council President Pro Tempore Jonathan Bailey Sean Hall Dane Mincer Evian Zukas-Oguz Evan Hereford, Mayor Dylan Hamill, Junior Councilor Jasson W. Urey, Borough Manager James E. Douglas, Solicitor Also present: Michael McLaughlin Lisa Hamill Linda Snyder Frank Vanderslice Jerry Bower Mike Doddo II Martha Johnson Tracy Beil Linda Broadbent John McDonald Nancy Stevenson Dr. Mary Jane Hirt Staff: Media: Lyle Huffman, Director of Public Services Caleb Stright, Record-Argus David Hetrick, Financial Assistant David Dye, Sharon Herald Rosalynn Reagle, Administrative Assistant Motion by Councilor Bailey, seconded by Councilor Mincer to accept Council President Beck’s letter of resignation from Borough Council and Mercer County Regional Planning Commission. Motion carried 6 – 0. Motion by Councilor Bailey, seconded by Councilor Mincer to discuss reorganizing immediately. Council held discussions. Motion carried 6 – 0. Mayor Hereford called for nominations for Council President. Councilor Mincer nominated Councilor Hamill. Councilor Bailey nominated Councilor Hall. Mayor Hereford called for a roll call vote for Councilor Hamill’s nomination. Roll call vote carried as follows: Councilor 1 Borough of Greenville Council Minutes 11-07-18 Zuschlag – No; Councilor Bailey – No; Councilor Hall – No; Councilor Mincer – Yes; Councilor Zukas-Oguz – Yes. With this being a tie vote, the Solicitor’s opinion was to ask Mayor Hereford to break the tie by casting a tie-breaking vote. Mayor Hereford – Yes. Council President Hamill called for nominations for Vice President. Councilor Mincer nominated Councilor Bailey. Councilor Zukas-Oguz nominated Councilor Hall. Council President Hamill called for a roll call vote for Councilor Bailey’s nomination. Roll call vote carried as follows: Councilor Zuschlag – Yes; Councilor Mincer – Yes; Councilor Mincer – Yes; Councilor Bailey – Yes; Councilor Hall – Yes; Councilor Zukas-Oguz – Yes, Council President Hamill – Yes. Council President Hamill called for nominations for President Pro Tempore. Councilor Bailey nominated Councilor Hall. Council President called for a roll call vote for Councilor Hall. Roll call vote carried as follows: Councilor Zuschlag – Yes; Councilor Mincer – Yes; Councilor Bailey – Yes; Councilor Zukas-Oguz – Yes; Council President Hamill – Yes; Councilor Hall – Yes.
