Public Comments on Vacating of a Portion of Burnett Alley Ms. Beverly Hauck, Ms. Wanda Brant’s daughter – Comments presented were regarding a water issue on their property and asked if that portion of the alley is closed, what is the Borough going to do with the water problem. President Shipley explained the purpose of the hearing was to take comments on the closure of that portion and not to resolve ongoing water issues. They are not in favor of closing the section of Burnett Alley. Mr. Gary Mueller – Comments presented were in favor of closing that section of Burnett Alley. He presented that the section of alley being discussed has been yard ever since he was a teenager. 1 Borough of Greenville Public Hearing Minutes 8-06-15 His thoughts were if the Council wanted to leave that section as an alley way then it should be maintained as an alley way or close that section. He is in favor of closing that section. Ms. Wanda Brant – Commented that she has lived there for 60 years and that section of alley way is used every day. Ms. Linda Snyder – Comments presented were that she has lived there 15 years and her son and lived there 27 years and that section of alley has never been used. She commented that it is grass and beautiful yard. Ms. Snyder is in favor of closing that section for the safety of the kids that play in that area. Mr. Paul Hamill – Commented on the clarification of the water issue. They had done some work on their yard and it has sped up the flow through their yard onto Ms. Brant’s property, not that this is a new issue. The water has always flowed through there, it is just going through faster since the yard has been smoothed out. Mr. Hamill also presented that this section of alley has not been open for a long time because he just recently had a tree removed from the center of that alley way that was two feet (2’) in diameter. Ms. Linda Snyder – presented more comments that she has also cleared brush so the kids could ride their bikes through that area, so it has not been open to traffic for quite some time or that would not have had to been done. Mr. Ron Beil – Commented that he has lived there for 11 years and does not want vehicles going down through that section. Between Mr. Hamill and himself, they keep that section mowed and maintained. The kids all play through there and it is a safety concern to not close that section off. It will not change the current maintenance because the Borough does not maintain the section that is proposed to be closed. President Shipley – proposed a question to the attendees asking what their thoughts would be to closing the entire alley and not just that section. Ms. Beverly Hauck – Commented that Burnett Alley was the only access to their garages and was not in favor of closing the entire alley. Mr. Paul Hamill – Commented that he only wanted to close the portion that was already not being used and not the entire alley. Mr. Gary Mueller – Commented that closing just the section would not change anything that is already there maintenance wise, but if you closed the whole alley that would change a lot and who would maintain the alley at that point. Ms. Linda Snyder – Commented that garages are along there and is not in favor of closing the entire alley. Ms. Snyder is in favor of closing the section of alley. Mr. Ron Beil – Commented that closing the whole alley would not serve a purpose. No one uses the area that is to be closed and his main concern is with safety.
