Borough of Greenville Council Minutes 7-14-15 BOROUGH OF GREENVILLE www.greenvilleborough.com MINUTES OF A REGULAR MEETING OF THE BOROUGH OF GREENVILLE COUNCIL HELD IN COUNCIL CHAMBERS Tuesday, July 14, 2015 at 6:30 p.m. 1. Call to Order Brian W. Shipley, Council President 2. Invocation: Pastor David Dobi, First Presbyterian Church Flag Salute led by Council President Brian Shipley 3. Roll Call: Brian W. Shipley, Council President Pamela S. Auchter, Council Vice President Alfred L. Peden, Council President Pro Tempore Jonathan Bailey, Councilor Amy Hollowell, Councilor Donald B. Shaw, Councilor - Excused Linda Zuschlag, Councilor Joshua Stephens, Mayor Jasson W. Public Comments Resident – Nancy Yauger spoke regarding pothole repairs and the location of the beginning of a sink hole. Non-Resident – Fred Kiser spoke regarding this year’s Heritage Days. Mr. Kiser thanked all involved for their cooperation. This year went exceptionally well and had the largest event yet. 1 Borough of Greenville Council Minutes 7-14-15 The dates for the 2016 Heritage Day’s will be Friday, July 1st, Saturday, July 2nd and Sunday, July 3rd. 5. Approval of Minutes Motion by Councilor Zuschlag, seconded by Councilor Bailey, that the June 09, 2015 minutes be approved as written. Motion carried. 6. Approval of Budget Report Motion by Councilor Auchter, seconded by Councilor Hollowell, to approve the monthly budget report. Motion carried. 7. Bills for Approval Payroll $133,537.08 Administration 278,811.92 Police 23,691.38 Fire 15,218.18 Code 4,639.67 Public Works 20,144.73 Airport 5,013.70 Parks 55,113.56 Sewer 55,990.84 Total $592,161.06 Motion by Councilor Peden, seconded by Councilor Auchter, to pay the bills as presented. Motion carried. PRESENTATION OF CERTIFICATE OF DISTINCTION Mayor Stephens presented Richard Craig, Jr. with a Certificate of Distinction for 20 Years of Service in the Greenville Fire Department. 8. Approval of department and staff reports A. Financials – June B. Code – June C. Police – May & June D. Fire - June Motion by Councilor Auchter, seconded by Councilor Peden, to accept the monthly reports as presented. Motion carried. 9. Mayor report Mayor Stephens acknowledged Mr. Kiser for all of his work with Heritage Days and also Katie Frederick. Mayor Stephens also mentioned that July 3rd was signified as Marie Julian Day. The Canal Museum is up and running and is seeking board members. 10. Council Committee reports 2 Borough of Greenville Council Minutes 7-14-15 Councilor Hollowell said that no candidates have applied for the Jr. Council positions yet and that the Railroad Park will be breaking ground for the addition to the gift shop. Councilor Zuschlag said that the Horizon Hospital System Authority Board did not have a quorum and could not hold the meeting. Councilor Zuschlag also presented that the Farmer’s Market vendors were not set up during Heritage Days. Councilor Bailey said that the Planning Commission had submitted the zoning changes to Council which are on the agenda for tonight. He announced the Chamber’s B&I Day Golf Outing will be July 31st. 11. Unfinished Business A. Motion by Councilor Zuschlag, seconded by Councilor Auchter, to accept recommendation from Buchart Horn, Inc. to award the contract for Brackin Alley Storm Sewer Replacement to R&B Contracting in the total amount of $829,278.50. Motion carried. 12. New Business A. Motion by Councilor Auchter, seconded by Councilor Hollowell, to accept the Tax Collector’s report of zero (0) additions to the Per Capita roll and three (3) permanent exonerations in the amount of $15.00 from the Greenville tax office. Motion carried. B. Motion by Councilor Zuschlag, seconded by Councilor Bailey, to advertise to fill one (1) vacated seat on the Greenville Water Authority with the term due to expire on December 31, 2017. Motion carried. C. Motion by Councilor Hollowell, seconded by Councilor Peden, to accept the resignation of Mr. Norbert Mechenbier from the Horizon Hospital System Authority effective immediately. Motion carried. D. Motion by Councilor Auchter, seconded by Council Hollowell, to advertise to fill one (1) vacated seat on the Horizon Hospital System Authority with the term due to expire on June 30, 2016. Motion carried. E. Motion by Councilor Hollowell, seconded by Councilor Auchter, to accept the resignation of Officer Michael Weschler, Jr from the Greenville/West Salem Police Department effective June 25, 2015. Motion carried. F. Motion by Councilor Zuschlag, seconded by Councilor Hollowell, to authorize the Borough Manager to make payment to the City of Meadville for earned income taxes in the amount of $307.32 as a result of an audit of Keystone Collections for the tax year of 2011. Motion carried. G. Motion by Councilor Auchter, seconded by Councilor Hollowell, to advertise Ordinance 1546, amending the Parking Ordinance. Motion carried. 3 Borough of Greenville Council Minutes 7-14-15 H. Motion by Councilor Auchter, seconded by Council Bailey, to advertise Ordinance 1545, amending the Zoning Ordinance. Motion carried. I. Motion by Councilor Auchter, seconded by Councilor Zuschlag, to advertise for a Public Hearing on August 6, 2015 at 6:00pm to vacate a portion of Burnett Alley and the Zoning Ordinance amendments. Motion carried. 13. Council Comments Councilor Hollowell commended all that worked on the Heritage Days event and she also thanked Mr. Craig for his years of service. Councilor Auchter said ditto to Councilor Hollowell’s comments. Councilor Zuschlag thanked the Heritage Days members for drying up the Park and in turn helping Relay for Life. Councilor Peden thanked all that worked on the Heritage Days event. Councilor Bailey congratulated Mr. Craig on his 20 years of service. 14. Adjournment Having no other business before council, motion by Councilor Bailey, seconded by Councilor Peden, to adjourn the meeting at 7:55 pm. Motion carried. Respectfully submitted, Jasson W.
