Town of Greenville Public Hearing Minutes 07-13-23 www.greenvilleborough.com MINUTES OF A PUBLIC HEARING MEETING OF THE TOWN OF GREENVILLE COUNCIL HELD IN COUNCIL CHAMBERS Thursday, July 13, 2023, at 6:30 p.m. 1. Call to Order Paul Hamill, Mayor 2. Roll Call: Paul Hamill, Mayor Linda Zuschlag, Deputy Mayor Tracy Beil, Councilor Anne Butcher, Councilor Jean Carr, Councilor Sean Hall, Councilor - Absent Evan Hereford, Councilor Jasson W. Urey, Town Manager James E. Douglas, Solicitor Also present: Dr. Mary Jane Hirt Frank Vanderslice Joel Rinella Terri Cunkle Hal Johnson Staff: Media: David Hetrick, Financial Assistant Caleb Stright, Record-Argus Rosalynn Reagle, Assistant Town Manager 5. Public Hearing Dr. Mary Jane Hirt, ACT 47 Coordinator for the Town of Greenville, presented a summary of the report to recommend rescinding the determination of financial distress (ACT 47). She stated she was very confident that the Town would remain out of financial distress with the changes that have been made over the 21-year tenure in ACT 47. TheTown has made many changes and codified those that will provide sustainable accounting practices. Terri Cinkle, DCED Local Government Policy Specialist, stated that this hearing was not mandated by law but was helped by the ACT 47 Coordinator and the Town Council as a way to inform the public. She went on to say that she will be holding a hearing on August 23rd at 6:30 in Council Chambers, and this one is required by law. 6. Council Comments Mayor Hamill commented on the importance of proper council training so that the mistakes of the past do not happen again. All the financial changes to how the Town finances are reported to the board and public have been codified in the Home Rule Charter so that these practices will continue. 1 Town of Greenville Public Hearing Minutes 07-13-23 Councilor Beil stated that the quarterly financial reports that Mr. Urey presents create an awareness of how money is being spent and council a better understanding of the budget and to catch any problems quickly. Councilor Hereford stated that council has a better understanding of the quarterly reports and the monies that are passed through. It also helps them interpret that actual revenue and expenditures better. 7. Public Comments Mr. Joel Rinella stated he had read the ACT 47 rescission report and found it to be very informative. Mr. Hal Johnson spoke on the upcoming County property reassessment and how it would affect the Town of Greenville. 8. Adjournment Having no other comments or business before council, a motion by Councilor Butcher, Second by Councilor Carr, to adjourn the Public Hearing at 6:55 p.m., Motion carried 6-0.
