MINUTES OF A REGULAR MEETING
OF THE TOWN OF GREENVILLE COUNCIL
HELD IN COUNCIL CHAMBERS
Monday, July 10, 2023, at 6:30 p.m.
1. Call to Order Paul Hamill, Mayor

4. Public Comments (5-minute time limit)
Residents: Mr. Joel Rinella congratulated Councilor Carr on Heritage Days and asked about the Code
Enforcement Officer.

5. Approval of Minutes
Motion by Councilor Butcher, seconded by Councilor Carr, to approve the minutes from June 12, 2023,
Regular Session, June 26, 2023, Special Meeting, and the July 5, 2023, Public Hearing. Motion carried
6-0.
6. Approval of Budget Report & Bills

Motion by Councilor Hereford, seconded by Councilor Zuschlag, to accept the monthly budget report as
presented. Motion carried 6-0.
7. Approval of Department and Staff Reports
A. Financials – June 2023
B. Code – June 2023
C. Fire – June 2023
D. Police – June 2023
Motion by Councilor Beil, seconded by Councilor Butcher, to accept monthly reports as
presented. Motion carried 6-0.
8. Unfinished Business
A. Motion by Councilor Butcher, seconded by Councilor Carr to adopt Ordinance 1629,
PENNVEST Debt Obligation for the N. Main Street Storm Sewer project. Mr. Urey told the
council approval to proceed prior to receiving PENNVEST funds was approved today. Mayor
Hamill questioned if this project would conflict with the Primary Health Networks project. Both
engineers have discussed and found no issues. Motion carried 6-0.
B. Motion by Councilor Butcher, seconded by Councilor Zuschlag to appoint Hiro Fujita to the
Shenango Valley Enterprise Zone with a term expiring on June 30, 2027. Motion carried 6-0.

9. New Business
A. Mr. Urey presented the 2023 Second Quarter Year-To-Date Budget Review.
B. Motion by Councilor Butcher, seconded by Councilor Carr to enter into an employment
agreement with Matthew Breedlove for the position of Assistant Code Enforcement Officer at a
starting salary of $50,000.00. Motion carried 6-0.
C. Motion by Councilor Hereford, seconded by Councilor Zuschlag to advertise Ordinance 1631,
removing the one-way designation from Louisa Avenue, and adding the one-way designation to
Alan Avenue. Motion carried 6-0.
D. Motion by Councilor Butcher, seconded by Councilor Hereford to adopt Resolution 2023-13
Disposal of Common Records. Motion carried 6-0.
E. Motion by Councilor Butcher, seconded by Councilor Zuschlag to adopt Resolution 2023-14,
Fee Schedule. Motion carried 6-0.
F. Motion by Councilor Beil, seconded by Councilor Hereford to authorize the Town Manager to
apply for the DEP ACT 101, Section 904 Recycling Performance Grant. Motion carried 6-0.
G. Motion by Councilor Hereford, seconded by Councilor Beil to reimburse mayor Paul Hamill’s
travel expense for the PSAB Annual Conference at Hershey Lodge, June 4-7, 2023. Motion
carried 6-0.
H. Motion by Councilor Beil, seconded by Councilor Butcher to move $207.77 from the 2021
CDBG Housing Rehabilitation Activity category to the Code Enforcement Category. Motion
passed 6-0.
10. Council Comments
Councilor Beil read a letter she wrote addressing a Letter to the Editor in The Record-Argus on July 8, 2023.
She also thanked the Heritage Days Committee for a well-run event.
Councilor Butcher thanked Councilor Beil for her comments and thanked the Administrative Staff for the
job they are doing. She also welcomed Mr. Breedlove to the team.
Councilor Carr agreed with the above comments and thanked the community for supporting Heritage Days.
Councilor Zuschlag commented on the changes to Main Street by the recent demolitions of property.
Councilor Hereford also thanked Councilor Beil for her comments.
12. Mayor Comments- Thanked Councilor Beil for her comments.
13. Town Manager Comments- Remined every one of the Public Hearing with Act 47 Coordinator Dr.
Hirt on Thursday, July 13, 2023, at 6:30pm.

14. Adjournment
Motion by Councilor Butcher, seconded by Councilor Beil, to adjourn this session for Council at 7:27pm.
