Town of Greenville Public Hearing Minutes 09-23-24 www.greenvilleborough.com MINUTES OF A PUBLIC HEARING OF THE TOWN OF GREENVILLE COUNCIL HELD IN COUNCIL CHAMBERS Monday, September 23, 2024, at 6:30 p.m. 1. Call to Order Paul Hamill, Mayor If you are a visitor to council, we ask you to please sign in at the door and turn off all cellular telephones. The public was reminded that they may be audio or video recorded during the meeting. 2. Attendance: Paul Hamill, Mayor Jean Fisher-Carr, Deputy Mayor Chad Bromley, Councilor Anne Butcher, Councilor Brian Shipley, Councilor Jasson W. Urey, Town Manager Also present: Frank Vanderslice Joel Rinella – audio recording Staff: Media: Amy Hollowell, Administrative Assistant Matt Breedlove, Dir. of Community Development 3. Mayor Paul Hamill read the following statement: The purpose of this public hearing is to take comment on the proposed 2025 Multi-Year Capital Plan, which has been available for inspection since September 9, 2024. 4. Public Comments – Mr. Joel Rinella, 424 South Main Street, questioned why the entire plan was not posted on the website, asking how the public can comment when they cannot access the plan. Mr. Urey advised the summary was posted on September 9, 2024, which is what the Home Rule Charter requires, and the draft of the complete plan was posted to the website on September 19, 2024. Mr. Rinella also questioned monies allocated for projects at the Senior Center, Fire Department, and Municipal Offices. He concluded by objecting to this hearing as there was no agenda posted on the website and the website said meeting on it. Mayor Hamill reminded him that this was a public hearing, not a meeting. 5.
