Public Comments – (3-minute time limit) Residents: Mr. Joel Rinella, 424 South Main Street, feels Greenville is behind the curve on a solar farm ordinance and asked why the July meeting minutes have not been posted to the website yet. Approval of Minutes Motion by Councilor Carr-Fisher, seconded by Councilor Shipley, to approve the minutes from the August 7, 2024, Work Session, the August 12, 2024, Regular Meeting, and the August 26, 2024, Public Hearing. Motion carried 6-0. 6. Approval of Monthly Bills Payroll $182,670.25 Administration 31,066.48 Police 28,118.65 Fire 49,654.36 Code 3,194.65 Public Works 24,120.80 Airport 933.93 Parks 8,449.95 Community Development 5,799.78 Storm Water 5,314.29 Capital Fund 107,796.40 ARPA Fund 0.00 PENNVEST 5,588.83 USDA Grant/Loan 1,131.00 Fire Escrow Fund 0.00 Sewer 132,823.82 Total $586,663.19 Motion by Councilor Butcher, seconded by Councilor Zuschlag, to approve the monthly bills as presented. Motion carried 6-0. 7. Approval of Department and Staff Reports A. Financial – August 2024 B. Code – August 2024 C. Fire – August 2024 D. Police – August 2024 Motion by Councilor Shipley, seconded by Councilor Bromley, to accept August Financial, Code, Fire, and Police reports as presented. Motion carried 6-0. 8. Motion by Councilor Shipley, seconded by Councilor Carr-Fisher, to adopt Resolution 2024-12, amending the Greenville Borough and Hempfield Township Joint Comprehensive Plan by adding the Economic Development Strategy Report and the Greenville Area Brownfields Redevelopment Plan. Motion carried 6-0. B. Motion by Councilor Zuschlag, seconded by Councilor Carr-Fisher, to adopt Resolution 2024- 13, Citizen Participation and Language Access Plan. Motion carried 6-0. C. Motion by Councilor Butcher, seconded by Councilor Carr-Fisher, to adopt Resolution 2024-14, making application for the 2024 CDBG Program. Motion carried 6-0. D. Motion by Councilor Shipley, seconded by Councilor Carr-Fisher, to approve the 2025 Minimum Municipal Obligation (MMO’s) for the pension plans. Motion carried 6-0. E. Motion by Councilor Shipley, seconded by Councilor Butcher to accept the recommendation from the Personnel Committee to accept the resignation of Donald Polley, Jr. as full-time Public Works Laborer. Motion carried 6-0. F. Motion by Councilor Butcher, seconded by Councilor Shipley to accept the recommendation from the Personnel Committee to promote Nicholas Show from part-time to full-time Public Works Laborer. Motion carried 6-0. 10. Council Comments Councilor Bromley thanked everyone for coming to the meeting and advised the need to report vandalism in Central Park if you see it happening. Councilor Shipley echoed Councilor Bromley. Councilor Carr-Fisher agreed with Councilor Bromley and informed council of the two hours of clean up done by Mr. Rick Brown as a volunteer. Heritage days will hold the haunting at Riverside Park with a donation as admission. 11. Mayor Comment – echoed the above comments. 12. Town Manager Comments – none 13. Adjournment having no other business, Motion by Councilor Carr-Fisher, seconded by Councilor Butcher, to adjourn this session of Council at 6:43 p.m. Motion carried 6-0.
