MINUTES OF A WORK SESSION MEETING
OF THE TOWN OF GREENVILLE COUNCIL
HELD IN COUNCIL CHAMBERS
WEDNESDAY, SEPTEMBER 4, 2024, at 6:30 p.m.
1. Call to Order Paul Hamill, Mayor

4. Public Comments – (3-minute time limit)
Residents: Ms. Becky Savchuk, 119 East Avenue, inquired about public comment policies, the sports
complex bond, and several streets.

Mr. Joel Rinella, 424 South Main Street, questioned why the Unfinished Business section of the agendas
has been empty the last several months.

5. Unfinished Business - None
6. New Business
A. Council was advised of the need to adopt Resolution 2024-12, amending the Greenville Borough and
Hempfield Township Joint Comprehensive Plan by adding the Economic Development Strategy
Report and the Greenville Area Brownfield Redevelopment Plan. There were no deliberations.
B. Council was advised of the need to adopt Resolution 2024-13, Citizen Participation and Language
Access Plans. There were no deliberations.
C. Council was advised of the need to adopt Resolution 2024-14, making application for the 2024
CDBG Program. There were no deliberations.
D. Council was advised of the need to approve the 2025 Minimum Municipal Obligation (MMO’s) for
the pension plans. There were no deliberations.
E. Council was advised of the recommendation from the personnel committee to accept the resignation
of Donald Polley, Jr. as a full-time Public Works Laborer. Councilor Butcher asked how long he
worked.
F. Council was advised of the recommendation from the personnel committee to promote Nicholas
Show from part-time to full-time Public Works Laborer. Councilor Butcher asked if he was
interested in full-time work and if we would be replacing the part-time position.
7. Public Comments – Mr. Joel Rinella, 242 South Main Street, commented on items A, B, and C stating
the public should know what is being discussed. He also felt item A is not actionable. He also stated 81
North Main Street should be renovated for the town offices.
8. Council Comments
Councilor Bromley thanked everyone for coming.
Councilor Shipley responded to the public comments about Item A, stating the motion is to add studies
that have been conducted to the Joint Comprehensive Plan. There is no big secret.
Councilor Carr-Fisher provided an update on Central Park’s landscaping and thanked those who
submitted petitions to run for the Home Rule Review Board. She thanked Mr. Richard Williams for the
investment in his property and the town’s first responders who came to assist her family with a medical
emergency stating, they are worth everything we do for them, and we need to say thank you more often!
Councilor Zuschlag echoed Councilor Carr-Fisher’s comments on our first responders.

summary of this plan will be available on www.greenvilleborough.com and in the town office
starting September 9, 2024.
