MINUTES OF A PUBLIC HEARING
OF THE TOWN OF GREENVILLE COUNCIL
HELD IN COUNCIL CHAMBERS
Thursday, January 2, 2025, at 5:00 p.m.

5. Mayor Paul Hamill read the following statement:
The purpose of this public hearing is to disclose the borough’s intent to apply for a
grant under the Pennsylvania Department of Community and Economic Development’s
HOME Investment Partnership Program in the amount of $500,000. This grant would fund a
single-family, owner occupied housing rehabilitation program. The program would benefit
low-to-moderate income households. Repairs could include such items as roofing, siding,
windows and wiring, furnace replacement and installation of hand rails. If the borough/town
would undertake activities that results in the displacement of families or individuals, then the
policy for minimizing such displacement would be in effect. The borough is responsible for
replacing all low and moderate income housing units that may be demolished or converted as
a result of the use of HOME funds.
6. Presentation by Chris Conti – Mr. Conti or the Mercer County Regional Planning
Commission presented those in attendance with information on past application of the HOME
Grant and how funds were used. He also provided information on requirements for applying for a
HOME Grant in 2025.
7. Public Comments – Paul Hamill asked if $500,000 was the maximum allowed per application
year. Anne Butcher asked how competitive this grant is. Rosalynn Reagle asked if HOME Grant
funds could be used in conjunction with the CDBG Grant.
