MINUTES OF A REGULAR MEETING OF GREENVILLE BOROUGH COUNCIL HELD IN THE COUNCIL CHAMBERS ON TUESDAY, FEBRUARY 14, 2006 at 6:30 P.M. 1. Call to Order Council President Longiotti called the meeting to order at 6:30 p.m. 2. Invocation: Rev. Kent Bell, Bethel Life Worship Center Flag Salute 3. Roll Call: Pete Longiotti, Council President David Henderson, Council Vice President Pamela S. Auchter, Councilor Robin Douglas, Councilor Henry M. Mueller, Councilor Theodore E. Jones, Councilor Richard H. Miller, Mayor Jasson Urey, Councilor - excused Also present were Vance E. Oakes, Borough Manager, Joe Joseph, Borough Solicitor 4. Public Comments / Public Participation Landlord Anne Haag questioned why the Borough has no control over reporting something to the credit rating company. She stated she constantly has to pay for her tenant’s water and sewer bill and feels this is never reflected on the tenant’s credit rating. She was informed that per borough ordinance, the landlord is ultimately responsible for the water/sewer service. Ms. Haag was advised to attend the Water Authority’s monthly meeting held on February 15th. 5. Approval of Minutes Council Vice President Henderson moved, seconded by Councilor Mueller that the minutes of the January 10, 2006 regular meeting, be accepted as written. Motion approved. 6. Budget Report Councilor Mueller moved, seconded by Councilor Auchter to accept the Budget Report – Fund 01 as presented. Motion approved. 7. Mayor’s Correspondence No comments. 1 8. Council and Mayor’s Report Council Vice President Henderson moved, seconded by Councilor Auchter to accept the monthly reports as written. Motion approved. a. Police report for January 2006 b. Fire Chief’s report for January 2006 c. Treasurer’s report for January 2006 The following reports were placed of file: a. Code Enforcement report for January 2006 b. Public Works report for January 2006 c. Department Head meeting minutes for January 20, 2006 d. GALSA minutes for January 9, 2006 9. Reports from Council Committees a. Greenville Airport Commission meeting – Jasson Urey, Council Representative b. Mercer Co. Regional COG meeting – President Longiotti, Council Rep. c. Mercer Co. Regional Planning Commission meeting – President Longiotti, Council Rep. d. Shenango Valley Metropolitan Planning Organization – Vance Oakes, Representative e. Library meeting - Councilor Jones verbally reported on the meeting. 10. UNFINISHED BUSINESS a. Adoption of Ordinance 1451 Councilor Auchter moved, seconded by Councilor Mueller for a first and final reading of Ordinance 1451 – Approving penalty, interest, and attorney fee schedule for work in collecting delinquent accounts. Motion approved. Councilor Mueller moved, seconded by Councilor Auchter to adopt Ordinance 1451 – Approving penalty, interest, and attorney fee schedule for work in collecting delinquent accounts. Motion approved. b. Adoption of Ordinance 1452 Councilor Auchter moved, seconded by Councilor Mueller for a first and final reading of Ordinance 1452 – Amending Ordinance 1449 – Sewer Rental Rates for 2006. Motion approved. Councilor Mueller moved, seconded by Council Vice President Henderson to adopt Ordinance 1452 – Amending Ordinance 1449 – Sewer Rental Rates effective March 1, 2006. Motion approved. 2 11. NEW BUSINESS a. Open bids for the demolition of the structure located at 36 W. Main Street Borough Manager Oakes opened the three bids he received. 1. Combine Construction - $13,516.00 2. R. Sereday Excavating - $7,500.00 3. C. Crump, Inc. - $6,500.00 Councilor Auchter moved, seconded by Councilor Jones to table the bids until the March 9th work session pending review by the Finance Committee and Borough Solicitor Joseph. Motion approved. b. Appoint Borough Engineer Councilor Jones moved, seconded by Councilor Auchter to appoint HRG Engineering as the Borough Engineer for 2006. Motion approved. c. Intergovernmental Cooperation Agreement Council Vice President Henderson moved, seconded by Councilor Auchter to approve the Intergovernmental Cooperation Agreement for Implementing the Greenville Borough and Hempfield Township Joint Comprehensive Plan. Motion approved. d. Improvements to the Council Chambers Council Vice President Henderson moved, seconded by Councilor Mueller to accept White Construction’s quote for improvements to the Council Chambers in the amount of $5,535.00 for masonry work and $7,795.00 for carpentry work. Motion approved. e. Revise the FY 2004 CDBG Budget Councilor Auchter moved, seconded by Council Vice President Henderson to revise the FY 2004 CDBG budget for the Water System and Street & Road Improvements line items by transferring the balance of $3,193.85 in the Water System project to the Street & Road Improvement project (South High Street). Motion approved. Councilor Auchter moved, seconded by Councilor Douglas to revise the FY 2004 CDBG budget for Street & Road Improvement line item by transferring $2,815.77 from the Sidewalk Improvement project to the South High Street Improvement Project. Motion approved. f. Approve Housing Rehabilitation Case No. 06-01 Councilor Mueller moved, seconded by Council Vice President Henderson to approve the housing rehabilitation of Case No. 06-01 located at 247 East Avenue in the amount of $20,250.00. Motion approved. 3 12. Council Comments Councilor Jones requested that he receive a more detailed listing of the bill report. Vance Oakes informed him that the Budget report he receives has line by line item detail but he could also furnish Mr. Jones with vendor information each month. Mr. Jones also questioned why the Borough does not sell ad space on the police cruisers to reduce the cost of a new cruiser. President Longiotti appointed councilor Jones, Vance Oakes, Mayor Miller, and Denny Stephens to serve on a committee to explore this option. 13. Borough Manager’s Comments No comments 14. Bond 7,631.00 Code/Zoning/COG 3,165.58 Parking Refunds 75.00 Sewer Employee Ben 6,701.36 Sewer Sys. Operating Fund 116,878.85 Street/Pub Works 15,583.39 Total $312,345.94 Council Vice President Henderson moved, seconded by Councilor Auchter that the bills be paid as presented. Motion approved. Councilor Douglas abstained from the vote. 15. Adjournment Councilor Mueller moved, seconded by Council Vice President Henderson to adjourn the meeting at 7:15 p.m. Motion approved. 16.
