MINUTES OF A REGULAR MEETING OF GREENVILLE BOROUGH COUNCIL HELD IN THE COUNCIL CHAMBERS ON TUESDAY, MAY 8, 2007 at 6:30 p.m. 1. Call to Order Council President Longiotti called the meeting to order at 6:30 p.m. 2. Invocation: Pastor Jim Chapin, Living Word Christian Center Flag Salute 3. Roll Call: Pete Longiotti, Council President David Henderson, Council Vice President - absent Pamela Auchter, Councilor Theodore Jones, Councilor Henry M. Mueller, Councilor Joanne Price, Councilor Jasson Urey, Councilor Landis Erwin, Jr. Councilor Andrew Woodley, Councilor Richard H. Miller, Mayor Also present was Jim Douglas, Borough Solicitor, Ryan T. Eggleston, Borough Manager At the beginning of the meeting, Council President Longiotti explained a few procedural changes to the council meeting. He stated anyone speaking, public or councilor, shall stand. 4. Public Comments/Public Participation Borough resident John McDonald began to ask a question regarding Phase II of Streetscape but was told by the Council President that the public comments had to be limited to topics that were on the agenda. President Longiotti instructed Mr. McDonald to attend the Thursday Council work sessions to make his comments. Richard Barker addressed the council stating his daughter lives at 23 Lincoln Avenue and a neighbor of hers has a “distasteful” sign in his yard and would like the police to have it removed. Chief Dennis Stephens talked to Mr. Barker and told him he would take care of it. Mr. Tom D’Alfonso commented on the new “rules” for conducting the council meetings. 5. Approval of Minutes Councilor Jones moved, seconded by Councilor Urey that the minutes of the April 10, 2007 regular meeting be approved as written. Motion approved. 1  Greenville Borough Council Meeting minutes – May 8, 2007 6. Budget Report Councilor Price moved, seconded by Councilor Urey to accept the Budget Report – Fund 01 as presented. Motion approved. 7. Mayor’s items Mayor Miller announced that today was the 5th anniversary of the Borough entering into Act 47 status. He addressed President Longiotti on the status of what has been accomplished and the importance of an exit plan. 8. Council reports Councilor Price moved, seconded by Councilor Mueller to accept the monthly reports as written. Motion approved. a. Fire Chief’s report for April 2007 b. Treasurer’s report for April 2007 The following reports were placed of file: a. Code Enforcement report for April 2007 b. Public Works report for April 2007 c. GALSA meeting report for May 7, 2007 9. Reports from Council Committees  Heard a verbal report from President Longiotti on the Mercer Co. Council of Governments meeting. He stated COG voted to transfer the drivers who were on the recycling collection routes to bus drivers. He reported on the Mercer Co. Regional Planning Commission meeting. In that meeting he was told that the DEP informed MCRPC they will have to develop a “Storm Water Management Plan” by December 31, 2007. President Longiotti said MCRPC will be requesting the boroughs to “help out” with the plan and possibly develop their own plan. Councilor Mueller questioned the definition of “help out”. Mr. Longiotti said there was no specific explanation by MCRPC.  Councilor Price attended the Greenville Planning Commission in Pete Longiotti’s absence. She reported the Rite Aid and Family Dollar development was discussed and stated the Trinity property was also discussed regarding the status of the land. She stated that the Borough Manager was going to check on the malfunctioning “walk” sign at the corner of Mercer and Main Streets. 2  Greenville Borough Council Meeting minutes – May 8, 2007  Councilor Mueller reported on the Greenville Sanitary Authority meeting of April 18th mentioning the Authority had a joint, informal meeting with the West Salem Township Municipal Sewage Authority. He also brought up that the Authority has put out to bid the purchase of a digester cover. Mr. Mueller reported on the Street Committee meeting that was held on April 26th. He said one of the topics of discussion was the 15 mph speed limit on East Avenue between Union Street and Columbia Avenue. A brief discussion followed regarding 25 mph. vs. 35 mph in the Borough. It was decided to add this topic to the June work session agenda. Councilor Mueller invited the public to attend the monthly Sanitary Authority meeting & the Street Committee meeting. 10. UNFINISHED BUSINESS a. Copier Lease bid Councilor Mueller moved, seconded by Councilor Auchter to reject all bids for the copier lease. The Borough is currently in an automatic contract renewal with ComDoc and may bid this item out again once the contract has expired. Motion approved. 11. NEW BUSINESS a. 2007 rules & regulations for the farm market Councilor Urey moved, seconded by Councilor Mueller to approve the 2007 Rules & Regulations for the 2007 Farm Market season. Motion approved. Councilor Jones questioned if a new Resolution was necessary to go along with the rules & regulations. Borough Manager Eggleston stated he would check. b. Appointment of Farm Market Manager Councilor Urey moved, seconded by Councilor Jones to re-appoint Mr. Dean Snyder as Farm Market Manager for the 2007 season. Motion approved. c. Per Capita Exonerations Councilor Auchter moved, seconded by Councilor Urey to approve the request from the Greenville Tax office for permanent exonerations to the Per Capita Duplicate in the amount of $665.00. Motion approved. d. Approve the hiring of two part time police officers Councilor Price moved, seconded by Councilor Mueller to approve the hiring of Mr. Michael Moore and Mr. Anthony Settle as part time police officers for the Greenville/West Salem Police Department. Motion approved 3  Greenville Borough Council Meeting minutes – May 8, 2007 e. Appoint delinquent per capita tax collector for Fiscal Year 2008 Councilor Urey moved, seconded by Councilor Mueller to approve the request from Sharp Collections, Inc. to continue as the delinquent Per Capita tax collector for the Borough for Fiscal Year July 1, 2007 through June 30, 2008. Motion approved. f. Appointment to the Horizon Hospital System Authority Councilor Mueller moved, seconded by Councilor Urey to re-appoint Mr. Paul Dart to the Horizon Hospital System Authority for a five year term. Motion approved. g. Appointment to the Zoning Hearing Board Councilor Jones moved, seconded by Councilor Price to appoint Robin Douglas to the Zoning Hearing Board for a three year term. Motion approved. h. Adoption of Resolution 2007-08 Councilor Mueller moved, seconded by Councilor Price to adopt Resolution 2007-08 – Eliminating the required member contributions for the police pension plan. Motion approved. i. Appoint Lucas Martsolf to the position of volunteer firefighter Councilor Urey moved, seconded by Councilor Price to approve Mr. Lucas Martsolf to the position of volunteer firefighter in the Greenville Volunteer Fire Company. Motion approved. j. Execution of a contract amendment with DCED regarding the boiler replacement at the Greenville Rec Center. Councilor Auchter moved, seconded by Councilor Urey to authorize the Borough Manager to execute a contract amendment with DCED for the time extension of monies to be used for the boiler replacement at the Greenville Rec Center. Motion approved. k. Execution of the Re-development Assistance Capital Sub-grant Agreement between Borough of Greenville and Thiel College. Councilor Urey moved, seconded by Councilor Mueller to authorize the Borough Manager to execute the Re-development Assistance Capital Sub-Grant agreement between Thiel College and the Borough of Greenville. Motion approved. 4  Greenville Borough Council Meeting minutes – May 8, 2007 l. Award bid for mowing services at Riverside Park Councilor Urey moved, seconded by Councilor Price to award the bid for mowing services in Riverside Park to Green Strips Law Care in the amount of $9,600.00. Motion approved. *Previously, at the April 10th council meeting, Dave’s Lawn Care was awarded the bid, but withdrew his bid on April 23, 2007. 12. Council Comments Councilor Jones recognized the Junior Councilors and thanked them for serving this past year. As a senior, Andrew Woodley will not be returning next fall but Landis Erwin will. Councilor Urey echoed Councilor Jones’s comments, thanking the junior councilors for time and willingness to serve. Andrew Woodley thanked the Borough Council, especially Councilors Jones and Henderson for this learning experience. Landis Erwin thanked the Borough Council for the opportunity to serve on council. She said it was an interesting experience and she has enjoyed it. 13. Borough Manager’s Comments None 14.
