MINUTES OF A REGULAR MEETING OF GREENVILLE BOROUGH COUNCIL HELD IN THE COUNCIL CHAMBERS ON TUESDAY, JUNE 12, 2007 at 6:30 p.m. 1. Call to Order Council President Longiotti called the meeting to order at 6:30 p.m. 2. Invocation: Pastor Jim Miller, First United Methodist Church – absent Rob Ensminger gave the invocation. Flag Salute 3. Roll Call: Pete Longiotti, Council President David Henderson, Council Vice President Pamela Auchter, Councilor Theodore Jones, Councilor Henry M. Mueller, Councilor Joanne Price, Councilor Jasson Urey, Councilor Richard H. Miller, Mayor Also present was Joe Joseph, Borough Solicitor, Ryan T. Eggleston, Borough Manager 4. Public Comments/Public Participation Borough resident John McDonald again questioned if the council chambers had an occupancy permit suggesting the meetings were being held illegally. He also asked council when he would be getting answers to his list of questions that he gave to George Pangas. David Welton stated he received a Notice of Code Violation because he did not get a building permit for the re-roofing his house. He questioned the violation and code requirements. He was told he had the right to request a code appeals hearing if he wanted. 5. Approval of Minutes Councilor Urey moved, seconded by Councilor Price that the minutes of the May 8, 2007 regular meeting be approved as written. Motion approved. 6. Budget Report Council Vice President Henderson moved, seconded by Councilor Mueller to accept the Budget Report – Fund 01 as presented. Motion approved. 7. Mayor’s items Mayor Miller complemented the councilors for composing their own motions. 1 Greenville Borough Council Meeting minutes ~ June 12, 2007 8. Council reports Council Vice President Henderson moved, seconded by Councilor Price to accept the monthly reports as written. Motion approved. a. Police report for April 2007 b. Police report for May 2007 c. Fire Chief’s report for May 2007 d. Treasurer’s report for May 2007 The following reports were placed of file: a. Code Enforcement report for May 2007 b. Public Works report for May 2007 c. GALSA meeting report for June 11, 2007 9. Reports from Council Committees  Heard a verbal report from President Longiotti on the Mercer County Regional Planning Commission meeting. He mentioned one item regarding fraudulent loans and cautioned residents to beware of companies offering federally funded loans. He said if anyone had questions or concerns they should contact the borough office.  Councilor Mueller stated the May Street Committee meeting had been cancelled but asked if any decisions had been made on the offer from Trinity Industries regarding their property donation. President Longiotti stated this issue was tabled until the July 10th council meeting but the Street Committee will be discussing it at their June 28th meeting. 10. UNFINISHED BUSINESS a. Appointment to the Shenango Valley Enterprise Zone Corp. Councilor Mueller moved, seconded by Councilor Urey to re-appoint Mr. James Lowry to the Shenango Valley Enterprise Zone Corp. to a new 4 year term effective July 1, 2007. Motion approved. b. Approve the hiring of summer help at the Waste Water Treatment Plant Council Vice President Henderson moved, seconded by Councilor Auchter to approve the hiring of Isaiah Vernon and Nick Youngblood as summer help at the Waste Water Treatment Plant. Motion approved. 11. NEW BUSINESS a. Approve high bidder for the sale of a 1994 F350 pickup Councilor Mueller moved, seconded by Councilor Price to approve the high bid of $1,059.00 for the sale of a 1994 F350 pickup to Frank Crash Auto. Motion approved. 2 Greenville Borough Council Meeting minutes ~ June 12, 2007 b. Approval of a 2007 tax refund to the Greenville House Councilor Urey moved, seconded by Councilor Auchter to approve a 2007 tax refund in the amount of $28,513.08 to the Greenville House. A roll call vote was taken. Execution of the “General Release of Claims” Councilor Price moved, seconded by Council Vice President Henderson to approve the execution of the General Release of Claims for receiving reimbursement from PennDOT for the damaged light pole on Main Street. Motion approved. d. Authorization to begin work on new light pole Councilor Urey moved, seconded by Councilor Mueller to authorize Combine Construction to begin work on the new light pole on Main Street. Motion approved e. Appointment to the Greenville Sanitary Authority Councilor Price moved, seconded by Councilor Jones to approve the re-appointment of Henry Mueller, to the Greenville Sanitary Authority for a five year term effective July 1, 2007. Motion approved. f. Approve purchase of a mower for the Greenville Airport Councilor Mueller moved, seconded by Councilor Urey to approve the purchase of a tri-deck finish mower for the Greenville Municipal Airport in the amount of $9,995.00. Motion approved. g. Approval to transfer PA Liquid Fuels funds Councilor Jones moved, seconded by Councilor Mueller to approve the request from the Borough Treasurer to transfer PA Liquid Fuels funds in the amount of $46,884.94. Motion approved. 3 Greenville Borough Council Meeting minutes ~ June 12, 2007 h. Per Capita Exonerations Councilor Urey moved, seconded by Councilor Mueller to approve the request from the Greenville Tax Office for permanent exonerations to the Per Capita Duplicate in the amount of $75.00. Motion approved. i. Advertise Ordinance 1469 – Realty Transfer Tax Councilor Mueller moved, seconded by Councilor Price to approve the advertising of Ordinance 1469 – Realty Transfer Tax. Motion approved. j. Advertise for bids for protective gear for the Greenville Fire Dept. Borough Manager Eggleston stated he had received a quote for protective gear that was under the $10,000 requirement for advertising, as a result, Council Vice President Henderson moved, seconded by Councilor Urey to approve the recommendation from Chief Thompson to purchase protective fire gear for the Greenville Fire Department from P.P.E.S. in the amount of $9,897.45. Motion approved. 12. Council Comments Councilor Jones questioned the funding for Eagle Street through the “Elm Street Project”. President Longiotti explained that the Greenville Planning Commission submitted the grant application with assistance from Mercer County Regional Planning and was awarded the $250,000 grant. Unfortunately, the “wish list” for Eagle Street exceeds the $250,000 award. HRG Engineering provided council with an updated detailed “Opinion of Probable Construction Costs” for the entire of the scope of work for the Eagle Street Improvement Project. It is yet to be determined what exactly will be done for the money on Eagle Street. Councilor Price requested that a similar grant application be submitted for Clinton Street or Shenango Street. She feels these streets in particular are in deplorable condition. On another subject, Mrs. Price referred to an article she read in the Record Argus regarding an idea to raise money for the town. She suggested (in jest?) the elderly ladies of the borough pose for a calendar or better yet, men & women aged 50 – 80 could participate. She feels it would be a big money maker for Greenville. President Longiotti wished Mr. Eggleston well on his upcoming wedding. 13. Borough Manager’s Comments Mr. Eggleston stated he received a late notice from a representative from the “Relay for Life” committee asking to place a temporary sign in Prairie Park for their event. Motion approved. 15. Adjournment Having no other business before council, Councilor Urey moved, seconded by Council Vice President Henderson to adjourn the meeting at 7:00 p.m. Motion approved. 16.
