MINUTES OF A REGULAR MEETING OF GREENVILLE BOROUGH COUNCIL HELD IN THE COUNCIL CHAMBERS ON TUESDAY, DECEMBER 11, 2007 at 6:30 p.m. 1. Call to Order Council President Longiotti called the meeting to order at 6:30 p.m. 2. Invocation: Pastor Gary Bates, First Church of God Flag Salute 3. Roll Call: Pete Longiotti, Council President David Henderson, Vice President Pamela Auchter, Councilor Theodore Jones, Councilor Henry Mueller, Councilor Joanne Price, Councilor Jasson Urey, Councilor Landis Erwin, Jr. Councilor - absent James Ingley, Jr. Councilor – absent Richard H. Miller, Mayor Also present was Joe Joseph, Borough Solicitor and Ryan T. Eggleston, Borough Manager 4. Public Comments/Public Participation Robert Perrotti questioned why the agenda listed the “expenses” on it but not the revenue and he had a direct question for Councilor Auchter regarding the fund balance. It was explained to Mr. Perrotti that the items on the agenda were the bills for approval. If he wished to obtain the revenue & expense report he could get one at the borough office. Councilor Auchter made a statement regarding her knowledge of the fund balance. 5. Approval of Minutes Councilor Auchter moved, seconded by Councilor Price that the minutes of the November 13, 2007 regular meeting and the minutes of the November 20, 2007 special meeting be approved as written. Motion approved. 6. Budget Report Councilor Price moved, seconded by Councilor Henderson to accept the Budget Report – Fund 01 as presented. Council reports Councilor Price moved, seconded by Councilor Urey to accept the monthly reports as written. Motion approved. a. Police report for November 2007 b. Public Works report for November 2007 c. GALSA meeting report for December 10, 2007 9. Reports from Council Committees No reports 10. UNFINISHED BUSINESS a. Storm water maintenance agreement Councilor Urey moved, seconded by Councilor Price to approve the Storm Water Lateral, Casing Pipe & Carrier Pipe, and Connection Maintenance agreement between the Borough of Greenville and Rite Aid. Motion approved. b. Contract renewal with Greenville Water Authority Councilor Henderson moved, seconded by Councilor Price to approve the one year contract renewal between the Borough of Greenville and the Greenville Water Authority for sewer collection services. Motion approved. 11. NEW BUSINESS a. First and final reading of Ordinance 1474 – Tax Rate for General Purposes for 2008 Councilor Urey moved, seconded by Councilor Price for a first and final reading of Ordinance 1474. Adoption of Ordinance 1474 – Tax Rate for General Purposes for 2008 Councilor Mueller moved, seconded by Councilor Henderson to adopt Ordinance 1474. Motion approved. c. First and final reading or Ordinance 1475 – Tax Rate for Indebtedness for 2008 Councilor Urey moved, seconded by Councilor Mueller for a first and final reading of Ordinance 1475 – Tax Rate for Indebtedness for 2008. Motion approved. d. Adoption of Ordinance 1475 – Tax Rate for Indebtedness for 2008 Councilor Urey moved, seconded by Councilor Henderson to adopt Ordinance 1475. Motion approved. e. Contract renewal with Keystone Municipal Collections Councilor Jones moved, seconded by Councilor Henderson to approve a one year contract renewal with Keystone Municipal Collections. Motion approved. f. Contract renewal with Reeves Information Technology Councilor Henderson moved, seconded by Councilor Auchter to approve a one year contract renewal with Reeves Information Technology. Motion approved. g. Residential lease agreement with Stephen Maietta Councilor Henderson moved, seconded by Councilor Auchter to approve a one year residential lease agreement with Stephen Maietta for the borough property located at 185 Hamburg Road. Borough Manager Eggleston stated a clause will be added to the lease regarding tenant insurance. The term of the lease shall be December 1, 2007 – November 20, 2008. Motion approved. h. Lease agreement with Fox’s Pizza Councilor Price moved, seconded by Councilor Henderson to approve a three (3) year lease agreement with Fox’s Pizza. Motion approved. i. Resolution 2007-11 Councilor Urey moved, seconded by Councilor Price to adopt Resolution 2007-11 – Eliminating the required member contributions for the police pension plan for the year 2008. Per Capita exonerations Councilor Auchter moved, seconded by Councilor Jones to approve the request from the Greenville Tax Office for permanent exonerations in the amount of $255.00. Motion approved. k. Appointment to the Horizon Hospital System Authority Board Councilor Henderson moved, seconded by Councilor Auchter to appoint Mr. Gregg Landfried, 55 North Wood Street Ext. to the Horizon Hospital System Authority Board filing the recently vacated seat of Joseph Despoy. A roll call vote was taken. Promotion of Paul Molton Councilor Henderson moved, seconded by Councilor Mueller to approve the appointment of Paul Molton to the position of sergeant effective upon the retirement of Sgt. John Webster. Motion approved. m. Resignation letter from Linda Crisman, Greenville Tax Collector No action was taken. This item will be placed on the January 8, 2008 agenda for action. n. Resolution 2007-12 Councilor Auchter moved, seconded by Councilor Price to adopt Resolution 2007-12 – Participation in the Central Westmoreland Council of Governments Vehicle Purchasing Program. Motion approved. o. PA Liquid Fuels transfer Councilor Price moved, seconded by Councilor Auchter to approve the request of the Borough Treasurer to transfer PA Liquid Fuels Funds in the amount of $36,507.97. Motion approved. 4  Greenville Borough Council Meeting minutes 12/11/07 12. Council Comments Councilor Jones read a prepared statement reflecting on his 4 years as a council member. He stated he was grateful for the opportunity to have served Greenville, his home town. Councilor Price thanked the council members for their support and stated she enjoyed participating as a councilor member. She is looking forward to attending the meetings in the future. She made special thanks to Paul Boyer for filling the hole on the bridge on Race Street. All the councilors individually thanked Theodore Jones & Joanne Price for their service on borough council and welcomed the two new councilors as they are looking forward to working with them. 13. Adjournment of the regular meeting Having no other business before council, Council President Longiotti asked for a motion to adjourn to an executive session to discuss a personnel issue.
