MINUTES OF A REGULAR MEETING
OF THE BOROUGH OF GREENVILLE COUNCIL
HELD IN COUNCIL CHAMBERS
Tuesday, November 11, 2008 at 6:30pm
1. Call to Order Council President Longiotti called the meeting to order at 6:30pm.
2. Invocation: Monsignor Andrew Karg, St. Michael Church

4. Executive Session
5. Public Comments/Public Participation
Mrs. Dixon reported the upper portion of Shenango Street has been damaged due to the
increase of traffic from construction vehicles working on the new Sheetz store. This issue
will be added to the November 20 Street Committee agenda.
6. Approval of Minutes
Motion by Councilor Henderson, seconded by Councilor Auchter, that the minutes of the
October 14 regular and October 27, 2008 special meetings be approved as written. Motion
carried.
7. Budget Report
Mr. Eggleston gave an overview of the budget report. Motion by Councilor Peden,
seconded by Councilor Urey, to approve the budget report. Motion carried.
8. Mayor’s items
Mayor Miller introduced Police Chief Stephens, who awarded several commendations for
outstanding service to the following officers: Dennis Bish, Wes Carson, James Hellman
and Ralph Henry
Mayor Miller inquired about installing flags along Main Street to honor veterans. Council
President Longiotti replied that the new brackets purchased by Thiel College are intended
to display flags from Memorial Day through Labor Day each year if funding or a sponsor
for the flags becomes available.

Motion by Councilor Urey, seconded by Councilor Mueller, to accept the monthly reports
as presented. Motion carried.
10. Reports from Council Committees
Council President Longiotti reported Mercer County Council of Government’s lock up
services contract has been approved.
11. UNFINISHED BUSINESS
A. Motion by Councilor Mueller, seconded by Councilor Henderson, to authorize
the Public Works garage design phase in accordance with HRG’s proposal. Motion
carried.
B. There was some discussion on the 2009 proposed budget. Mr. Eggleston
announced real estate taxes will not be increased in 2009. Residents will see a
slight increase on earned income tax from 1.6% to 1.65%. Non-residents will have
an earned income tax increase from 1.34% to 1.42%.
Motion by Councilor Auchter, seconded by Councilor Urey, to authorize the
advertisement of the 2009 proposed budget. Motion carried.
Motion by Councilor Auchter, seconded by Councilor Mueller, to authorize the
advertisement of Ordinance 1482, which establishes the tax for general purposes at
21.5 mills for 2009 and also Ordinance 1483, which establishes the real estate tax
at 10 mills. Neither ordinance features an increase. Motion carried.
12. NEW BUSINESS
A. Motion by Councilor Shipley, seconded by Councilor Peden, to authorize the
Solicitor to prepare the Earned Income Tax Ordinance for the December
Council Meeting and to file a petition with Mercer County Courts. Motion
carried.
B. Motion by Councilor Henderson, seconded by Councilor Mueller, to approve
the update to the Borough of Greenville’s Civil Service rules and regulations.
Motion carried.
C. Motion by Councilor Shipley, seconded by Councilor Urey, to execute a
contract with Direct Energy. A roll call vote was taken:

Motion carried with a vote of 6-1.
D. Motion by Councilor Henderson, seconded by Councilor Shipley, to authorize
HRG to proceed with the design phase of the Eagle Street Project. Motion
carried.
E. Motion by Councilor Shipley, seconded by Councilor Auchter, for
authorization to settle Anthony Petricini’s legal dispute regarding the vacation
of Fessler Place Alley. A roll call vote was taken:

Motion carried with a vote of 5-2.
F. Motion by Councilor Mueller, seconded by Councilor Auchter, to authorize the
council president and borough manager to execute the Program Application and
Investment Agreement for PLGIT’s Certificate of Deposit Placement Program.
Motion carried.
G. Motion by Councilor Urey, seconded by Councilor Auchter, to accept the
recommendation from the Finance Committee to invest $217,700.00 (future
debt service 2009-2011) in one (1) twelve month CD through PLGIT. Motion
carried.
H. Motion by Councilor Mueller, seconded by Councilor Urey, to accept the
recommendation from the Finance Committee to invest $350,000.00
(emergency day fund/internal TAN) in two (2) sixty day CDs through PLGIT.
Motion carried.
I. Motion by Councilor Urey, seconded by Councilor Auchter, to accept the
recommendation from the Finance Committee to invest $150,000.00 (road and
parking lot improvements) in one (1) ninety day CD through PGLIT. Motion
carried.
13. Council Comments
Councilor Shipley commended Mr. Eggleston and the Finance Committee on the year end
PGLIT investments.
Councilor Auchter invited council to support GALSA’s Holiday Raffle.
Councilor Henderson encouraged council to support GALSA’s 2009 budgeting process
and announced he is open to any questions.
Councilor Peden praised GALSA on reducing their 2008 debt and thanked council for their
efforts to support building the new post office on the west side of Greenville.
Councilor Urey congratulated the police department on a good job well done.
Councilor Mueller added his congratulations to the police and fire departments.

presented. Motion carried.
16. Adjournment
Having no other business before council, motion by Councilor Auchter, seconded by
Councilor Henderson, to adjourn the meeting at 7:15pm. Motion carried.
