MINUTES OF A SPECIAL MEETING
OF THE BOROUGH OF GREENVILLE COUNCIL
HELD IN COUNCIL CHAMBERS
Monday, October 27, 2008
1. Call to Order Council President Longiotti called the meeting to order at 7:00pm.

3. Presentation of a draft of the 2009 proposed budget
Mr. Eggleston gave a thorough line by line presentation of the proposed 2009 borough
revenue and expenditures. On file. A deficit of approximately $159,866 was revealed on
the draft budget.
4. Council discussion and comments
The Finance Committee recommends a modest increase of Earned Income Taxes; non-
resident portion would be raised from 1.34% to 1.5% and resident’s portion would be
raised from 1.6% to 1.7%. For example, a worker earning $10 per hour would pay an
additional $21 per year in Earned Income Taxes. If the tax increase is enacted the budget
deficit would be approximately $15,000.
5. Public comments
Mr. Wilson inquired about the Eagle Street project. Because the project is funded by a
grant this item will not appear in the 2009 general fund budget. Mr. Eggleston reports the
project is ongoing and currently being reviewed by the Mercer County Regional Planning
office.

Mr. McDonald inquired about the funding for code office salaries and expenditures using
CDBG grant monies. Mr. Eggleston responded that salaries and expenditures fall within
federal guidelines.
Mrs. Yasgur inquired about the public works department sharing quarters with the Fire
Department. Councilor Urey responded that this option was rejected as there is no room
for the public works equipment, currently sitting outside. The monies allocated for the
new public works garage is in a capital fund now and cannot be used for the general fund
deficit.
6. Adjournment
Having no other business before council, motion by Councilor Urey, seconded by
Councilor Auchter, to adjourn the meeting at 8:36pm. Motion carried.
